Serves as a subject matter expert in regulatory compliance, partnering across business lines to ensure adherence to applicable laws and regulations, monitor and assess risk, support regulatory examinations, oversee reporting and data analysis activities, and provide guidance, training, and strategic recommendations that strengthen the Bank's CRA and Fair Lending performance. Also provides direct support to the Director of Bank Compliance and serves as a liaison in their absence. CRA and Fair Lending Program Leadership
  • Lead and enhance the Bank's CRA, Fair Lending, and HMDA compliance programs to ensure ongoing adherence to regulatory requirements and alignment with organizational objectives. Regulatory Reporting and Data Governance
  • Oversee the collection, analysis, validation, and reporting of CRA, HMDA, Section 1071, and related regulatory data to support accurate reporting, risk management, and examination readiness. Compliance Risk Assessment and Monitoring
  • Identify, evaluate, and mitigate compliance and fair lending risks through ongoing monitoring, analytics, risk assessments, and corrective action planning. Regulatory and Stakeholder Partnership
  • Foster effective relationships with regulators, business partners, management, and committees to support successful examinations, regulatory communications, and compliance initiatives. Education, Advisory, and Community Development Support
  • Provide training, guidance, and strategic recommendations that strengthen organizational understanding of CRA, Fair Lending, and community development opportunities while supporting responsible growth and outreach objectives.
Key Responsibilities CRA and Fair Lending Program Administration Maintain expert knowledge of CRA, Fair Lending, HMDA, Section 1071, and related regulatory requirements. Lead implementation and ongoing administration of CRA modernization and small business lending regulatory initiatives. Coordinate CRA public file maintenance and oversee documentation supporting community development activities. Monitor and recommend enhancements to lending, investment, service, and outreach strategies that support CRA objectives. Regulatory Reporting, Analytics, and Data Management Oversee collection, validation, analysis, and reporting of CRA, HMDA, small business, and small farm lending data. Maintain reporting databases and supporting documentation to ensure regulatory reporting accuracy and completeness. Utilize analytics tools to perform fair lending and CRA analyses, develop reports, and provide meaningful insights to management and regulators. Monitor reporting systems and data integrity associated with required regulatory submissions. Compliance Risk Assessment and Examination Support Conduct CRA self-assessments and Fair Lending risk assessments to identify and address compliance vulnerabilities. Develop recommendations and corrective action plans to mitigate identified risks. Prepare for and support federal and state regulatory examinations, including document preparation, examiner communications, and remediation activities. Monitor compliance trends and emerging regulatory requirements impacting the organization. Training, Guidance, and Organizational Support Serve as a subject matter expert and resource for CRA, Fair Lending, and HMDA-related matters. Deliver training and education to management and business-line personnel regarding regulatory requirements and reporting expectations. Partner with lending, mortgage, servicing, branch, and other operational teams to promote regulatory compliance and identify community development opportunities. Assist with development of educational materials, seminars, and outreach programs. Leadership, Governance, and Stakeholder Engagement Prepare and support reporting to management, committees, regulatory agencies, and the Board of Directors. Serve as a member of the CRA/Fair Lending Committee and other working groups as assigned. Keep the Director of Bank Compliance informed of key initiatives, risks, and program developments. Act as liaison for the Director of Bank Compliance when designated. Collaborate with Marketing and other stakeholders to support community outreach and documentation efforts. Bachelor's degree in a related field required, or an equivalent combination of education and directly related experience. Specialized training in regulatory compliance, legal administration, risk management, or a related discipline preferred. Minimum of five years of progressive experience in compliance, regulatory oversight, risk management, lending, or a closely related financial services function required. Demonstrated knowledge of Community Reinvestment Act (CRA), Fair Lending, Home Mortgage Disclosure Act (HMDA), banking regulations, and regulatory compliance practices. Experience conducting regulatory research, interpreting laws and regulations, identifying risk, and developing practical business recommendations and solutions. Strong analytical skills with the ability to collect, manage, and evaluate large volumes of data and translate findings into meaningful conclusions and action plans. Proven ability to communicate effectively with employees, senior leadership, executive management, Boards of Directors, regulators, and external stakeholders. Proficiency with Microsoft Office applications and specialized compliance, reporting, and analytics systems. Ability to develop and deliver training programs and effectively communicate complex regulatory concepts to diverse audiences. Previous experience in lending, compliance, mortgage, real estate, or related banking functions preferred. Experience utilizing CRA and Fair Lending analytics software preferred. Professional compliance
