Job Summary:
We are seeking an experienced compliance professional to provide strategic leadership and oversight of affordable housing compliance operations across a diverse portfolio. This position is responsible for ensuring compliance with Low-Income Housing Tax Credit (LIHTC), Housing and Urban Development (HUD), Rural Development (RD), and other affordable housing programs. The successful candidate will lead corporate compliance initiatives, oversee regulatory audits and reviews, develop policies and procedures, supervise compliance personnel, and serve as a trusted advisor to executive leadership, operational teams, and ownership groups. This role requires extensive knowledge of affordable housing regulations, strong leadership skills, and the ability to drive organizational compliance while supporting business growth and operational excellence. The ideal candidate will be a strategic, results-oriented leader with deep expertise in HUD, RD, and LIHTC compliance, experience managing compliance teams, and a proven ability to build strong relationships across all levels of an organization.
Key Responsibilities:
Provide strategic leadership and oversight for affordable housing compliance operations. Ensure compliance with federal, state, and agency regulations governing affordable housing programs. Lead and manage compliance reviews, audits, Management and Occupancy Reviews (MORs), REAC inspections, and regulatory reporting activities. Develop, maintain, and improve compliance policies, procedures, forms, and operational processes. Oversee a corporate compliance team and provide leadership, guidance, training, and professional development. Serve as a resource to operational teams regarding regulatory requirements and compliance best practices. Monitor changes in industry regulations and implement necessary updates across the organization. Partner with executive leadership and property operations teams on compliance-related initiatives. Support existing and new business opportunities involving affordable housing programs. Represent the organization through industry associations, training events, and professional networks. Ensure accurate reporting and compliance workflow between site operations and corporate departments. Oversee compliance software systems and provide support related to regulatory requirements. Develop and conduct training programs related to affordable housing compliance.
Required Qualifications:
Minimum of 10 years of experience working with HUD and Rural Development programs. Strong working knowledge of Low-Income Housing Tax Credit (LIHTC) compliance. Experience supervising compliance teams and managing regulatory requirements across multiple properties. Demonstrated experience with audits, inspections, compliance reviews, and corrective action planning. Strong analytical, problem-solving, and organizational skills. Excellent written, verbal, and interpersonal communication skills. Ability to travel as needed, occasionally on short notice.
Preferred Qualifications:
Bachelor's degree in Business, Public Administration, Human Services, Social Services, or a related field. Equivalent experience may be considered. Experience with affordable housing funding programs including LIHTC, HUD, RD, HOME, SHIP, and SAIL. Knowledge of HUD systems including EIV, TRACS, WASS, APPS, PASS, MINC, SAM, and related compliance platforms. Experience with RealPage OneSite or similar property management software. Affordable housing certifications such as CPO, COS, STAR, NAHPe, or equivalent. Proven leadership experience supervising teams and driving operational improvements.

Additional Information:
Position may be based in Panama City, FL or Orlando, FL. Remote or hybrid work arrangements may be considered for highly qualified candidates.
