Job Summary The Senior Project Manager - Labor Compliance provides owner-representative prevailing wage compliance oversight for Bond-funded construction projects under the Harris Health $3.2-billion Strategic Capital Plan. This role serves as the single point of accountability to manage program-level prevailing wage risk and ensure alignment with Harris County Prevailing Wage requirements, the Davis-Bacon Act, and the Harris Health Skilled Trades Protection Policy approved by the Board of Trustees. Responsibilities include developing and maintaining project-specific compliance plans; coordinating with the Harris County Department of Economic Equity and Opportunity (DEEO), construction managers, contractors, and internal compliance teams; supporting subcontractor onboarding and workforce ramp-up; monitoring certified payroll and skilled trades/apprenticeship documentation; identifying and escalating discrepancies for timely resolution; maintaining complete compliance records to support documentation standards, executive reporting, and audit readiness; and providing leadership with clear, timely visibility into compliance status and emerging risks across the capital program. Minimum Qualifications Degrees / Work Experience /
School Education:
Bachelor's Degree Architectural or Construction Management, or related technical degree (And) Five (5) Years Work Experience related industry experience to include 3 Years of Project Management experience within healthcare facilities or large construction projects (Or) High School Diploma or GED (And) Nine (9) Years Work Experience related industry experience to include three years project management within healthcare facilities or large construction projects
Licenses & Certifications:
Project Mgmt Professional preferred
Communication Skills:
Above Average Verbal (Heavy Public Contact) Exceptional Verbal (Public Speaking) Writing /
Correspondence Writing/Reports Proficiencies:
