We are seeking a strategic TPA Collection Network Manager to oversee and expand our physical collection site network on a [national/regional] scale. In this role, you will identify, onboard, and optimize facility partnerships-including urgent care centers and occupational health clinics-to facilitate seamless drug and alcohol testing. Your leadership will directly ensure that our diverse client base, including self-funded employers and federal entities (such as the DOT), receives reliable, compliant, and highly cost-effective service.
Responsibilities:
Network Expansion & Vendor Relations:
Expand our physical footprint by recruiting and contracting with independent collectors, urgent care facilities, and clinic partners to close geographic coverage gaps.
Drive company profitability by strategically negotiating fee schedules, pricing, and service agreements with collection providers.
Serve as the primary point of contact to manage ongoing vendor relationships, resolving billing disputes and operational issues swiftly.
Quality Assurance & Regulatory Compliance:
Guarantee strict adherence to non-regulated workplace protocols and federal regulations, specifically 49 CFR Part 40 for DOT testing, across all network sites. ...
Oversee and monitor site compliance regarding specimen handling, breath alcohol testing procedures, and the proper use of both paper and electronic Chain of Custody Forms (eCCF).
Investigate collection errors and "fatal flaws" that risk test cancellations, deploying targeted corrective action plans with clinics as needed.
Technical Integration & Operational Excellence:
Partner seamlessly with internal IT and operations teams to integrate eCCF platforms across our network of provider systems.
Analyze and track key provider performance metrics, including administrative accuracy, customer wait times, and specimen turnaround times.
Maintain an accurate internal database of network clinics, keeping client scheduling up-to-date with current contact info, operating hours, and specific testing capabilities like hair, oral fluid, or breath alcohol.

PM Skills:
Prior or current certification as a Certified Substance Abuse Program Administrator (CSAPA) is highly preferred.
Prior or current certification as a DOT-qualified drug screen collector or BAT trainer is highly preferred
Education:

1-4 years
Qualifications:
Professional Experience:
3 to 5+ years of experience in operations, network management, or vendor management within an occupational health clinic, Third-Party Administrator (TPA), or Medical Review Officer (MRO) office environment.
Regulatory Expertise:
A deep, comprehensive understanding of 49 CFR Part 40 regarding DOT drug and alcohol testing regulations.
Core Competencies:
Exceptional detail-orientation paired with strong contract negotiation skills.
Technical Proficiency:
