Musket Corp is seeking a highly technical and commercially aware Regulatory Compliance Lead to manage end-to-end compliance across U.S. and international low-carbon fuel programs for a renewable diesel production and trading platform. This role is responsible for RFS (EPA), LCFS (CARB, WA, OR, Canada CFR), and ISCC compliance, with direct ownership of feedstock traceability, mass balance systems, RIN generation, LCFS credit generation, and audit readiness. You will sit at the intersection of plant operations, trading, sustainability, and regulatory reporting, ensuring that environmental attributes are accurately generated, optimized, and monetized.
MAJOR RESPONSIBILITIES
RFS Program Management (EPA /eMTS) Manage full lifecycle of RIN generation and transfer within EPA Moderated Transaction System (EMTS) Oversee QAP coordination, batch-level validation, and EMTS transaction integrity Prepare and submit: Quarterly reports (RFS2) , Annual compliance reports, Attest engagement packages Draft and manage feedstock attestations (UCO, tallow, soybean oil, etc.) Support deal structuring with compliance constraints, documentation requirements, and risk identification LCFS & Clean Fuel Programs (U.S. + Canada) Manage CI pathway registrations, updates, and lifecycle carbon intensity tracking Review monthly / quarterly reporting and credit issuance Ensure compliance with metering, data capture, and audit-grade data historian requirements Coordinate third-party verifications and validations Feedstock Traceability & Mass Balance Own facility-wide mass balance system across: Multiple feedstocks (e.g., UCO, tallow, soybean oil); Finished renewable diesel and co-products Ensure alignment across: RFS batch generation, LCFS pathway CI calculations, ISCC sustainability accounting
Reconcile:
Plant intake vs production yields vs credit generation Build and maintain audit-ready mass balance documentation ISCC & Sustainability Certification Maintain compliance with International Sustainability and Carbon Certification (ISCC) Manage Proof of Sustainability (POS) documentation, supplier onboarding and validation, and annual certification audits Ensure proper chain of custody and GHG calculations Support claims, declarations, and downstream documentation Reporting, Audit & Controls Own all regulatory reporting calendars and submissions: Quarterly & annual filings across RFS, LCFS, and CFR Lead internal controls framework: Data validation, Record retention, Audit trails Serve as primary contact for regulatory bodies and external auditors (RFS attest, LCFS verification, ISCC audit) Systems & ETRM Integration Integrate compliance workflows into ETRM and plant data systems Define requirements for automated RIN generation triggers, LCFS credit tracking dashboards, and feedstock traceability and inventory linking Partner with IT/data teams to build audit-ready reporting pipelines and real-time compliance monitoring tools Other responsibilities as assigned.
EDUCATION AND EXPERIENCE
Education:
Bachelor's degree in engineering, environmental science, or related field strongly preferred Required experience: 3-5 + years experience in Renewable fuels, refining, or commodities trading.
Significant knowledge of:
EPA RFS regulations and eMTS workflows, LCFS programs (CA, WA, OR, NM, CFR), Carbon Intensity (CI) modeling and pathways Experience maintaining mass balance systems, audit processes and regulatory reporting Strong data handling capability (Excel, SQL, or similar) Preferred experience: 3-5+ years experience with: Biofuel production environments, feedstock traceability and mass balancing, Canada
CFR / CATS
system, ISCC certification and audits Familiarity with SolArc RightAngle
