JOB SUMMARY
Performs technical and clerical activities associated with monitoring of the School Readiness (SR) and Voluntary Pre-Kindergarten (VPK) programs and reimbursements to contracted childcare providers for the Early Learning Coalition of Southwest Florida (ELC). Compliance work involves conducting compliance reviews, auditing documentation, investigating potential violations, and providing technical assistance to providers to support program integrity and high-quality early learning services. Reimbursement work involves data entry, processing monthly attendance rosters and payments, auditing prior payments, reconciling disbursements, and completing required reporting and provider requests. Work is performed under general supervision with moderate latitude in the use of initiative. Position exercises some independent judgment in accordance with defined policies, procedures, and techniques.
ESSENTIAL FUNCTIONS

Conducts annual SR Tier 1 monitoring, trains on Tier 2 monitoring and conducts provider site visits for both SR and VPK; identifies and reports potential and critical risks and follows up per established policies and guidelines; offers technical assistance in low-performing areas; adheres to monitoring schedule to complete assigned and required on-site reviews by fiscal year deadline Conducts SR and VPK provider desk monitoring including reviewing attendance data and associated provider payments and reporting discrepancies and suspected violations Ensures fiduciary diligence and compliance in the implementation of the rules and regulations of the School Readiness (SR) and Voluntary Pre-Kindergarten (VPK) Programs; understands and applies state regulations and contractual/ program requirements to monitoring activities, using the required monitoring tool Travels to provider sites; collects and reviews required documentation from provider, checks classrooms, performs physical count for attendance for comparison to sign in/out sheets, photographs defined compliance evidence, and uses the SR monitoring tool Identifies compliance deficiencies and documents findings in monitoring reports Maintains and updates SR data; verifies fiscal year provider contract and contact information is current and accurate; selects providers for monitoring; notifies providers of site visits Provides technical assistance to providers on SharePoint and Division of Early Learning (DEL) Coalition Services Portal Discusses identified discrepancies with providers and offers technical assistance as needed; ensures follow up process is communicated effectively and understood by provider Finalizes site visit documentation and monitoring tool requirements, collects providers' signatures, and delivers plan of corrections, as appropriate Monitors internal ELC programs and sub-recipient programs for compliance with State of Florida statutes and Department of Early Learning (DEL) requirements Generates, receives, and maintains confidential and sensitive files, information and reports and ensures security of files Responds, orally and in writing, to inquiries from childcare providers; identifies and researches issues, answers questions, provides technical assistance, resolves complaints, and performs follow-up when required Reports all suspicions of fraud or abuse to Manager of Compliance when infractions are discovered Processes, audits, and corrects reimbursement payments for childcare providers applying attendance data available in the statewide data system; reviews and verifies attendance payment documentation per established policies and guidelines, including absences and temporary closures, ensuring adherence to Florida statutes Reviews School Readiness (SR) and Voluntary Pre-Kindergarten (VPK) provider attendance rosters for accuracy and completeness and processes attendance in compliance with the Coalition's policies and guidelines of all funding entities Receives, reviews, and tracks sign in/out sheets and VPK attendance documentation for completion; ensures dates match attendance marked in the statewide data system; notifies providers of discrepancies; provides technical assistance Researches, reviews, documents, prepares, and processes prior period adjustments to provider-issued payments Conducts audits and escalates identified and/or potential issues per established policies and procedures Compiles and tracks provider payment issues; trains childcare providers on using the statewide data system / provider portal Monitors, recommends, tests, and suggests revisions to the reimbursement procedures; assists with and/or supports the implementation and communication of new internal and external workflows and procedures, as assigned

MINIMUM QUALIFICATIONS
High school diploma or GED; supplemented by two (2) years of compliance and/or auditing experience; or an equivalent combination of education, certification, training, and/or experience. A valid State of Florida Driver License, proof of auto insurance, and eligibility to secure a car via authorized car rental agency is required.
PREFERRED QUALIFICATIONS
Associate degree in accounting, finance, business administration or related field is desired in addition to the referenced minimum experience

EXPECTED HOURS OF WORK
Hours of operation are Wednesday through Tuesday (weekdays), 8:00 a.m. to 5:00 p.m. (40-hours); evening and weekend hours may be required.
