Job Description
Job Description A enterprise client is seeking a Grants Financial Analyst to join their team. This person will conduct meticulous reviews of adherence to the terms and conditions set forth by the awarding agency. Collaborating with the Grant Management Office Program Manager, this Analyst will establish detailed protocols for the development of compliance plans, ensuring they are integrated into the grant implementation process. Regular monthly compliance reviews are conducted to maintain continuous oversight. 60% of this role will be dedicated to administrative duties, compliance monitoring, and reporting. 20% of this role will be focused internal audits verifying adherence to company policies, as well as state and federal regulations. The remaining 20% is allocated to ad-hoc documentation and providing support to the department, highlighting the multifaceted nature of the role and its importance in upholding the integrity of grant-funded programs. Responsible for monitoring grant-funded programs to ensure compliance with federal, state, and company requirements. Supports program reporting, audits, risk assessments, site reviews, and process improvements while partnering with project managers, contractors, and stakeholders to maintain regulatory compliance and program effectiveness.

Key Responsibilities:
Monitor and maintain program documentation, including procurement records, inventories, expenditure reports, compliance reports, and grant files. Ensure compliance with federal regulations (2 CFR 200, 48 CFR 31.2), state requirements, Davis-Bacon regulations, PUC standards, and company policies. Conduct compliance reviews, identify deficiencies, and collaborate with stakeholders to implement corrective actions. Perform site monitoring visits, reviewing financial records, project documentation, payroll records, invoices, and operational processes. Support internal and external audits, reporting requirements, and grant reimbursement activities. Conduct semi-annual and annual risk assessments of operations and contractors. Analyze program data and develop ad hoc reports for leadership and project teams. Assist with developing and improving department systems, processes, and procedures. Participate in emergency response activities as required. Knowledge of federal, state, and local funding regulations and reporting requirements - experience with FEMA grants would be ideal. Familiarity with accounting principles, budgeting, forecasting, and financial controls. Proficiency with Microsoft Office Suite, SharePoint, Power BI, SAP, and related business systems. Strong analytical, organizational, and problem-solving skills. Ability to review complex documentation, identify compliance risks, and drive corrective actions.
