Job Description
SUMMARY The Compliance Manager ensures that ANCHOR's affordable housing portfolio operates in full compliance with federal, state, and local housing regulations, including HUD, LIHTC, USDA, and Fair Housing requirements. This position is responsible for developing and maintaining ANCHOR's compliance infrastructure, creating policies, procedures, and systems that safeguard program integrity and operational excellence. The Compliance Manager provides leadership and direction to compliance staff, ensuring consistency, accountability, and continuous improvement across all sites in support of ANCHOR's mission to provide safe, affordable, and equitable housing.
DUTIES AND RESPONSIBILITIES
To perform this job successfully, an individual must be able to perform the following duties: Regulatory Compliance Oversee compliance for all HUD, LIHTC, and other regulated properties in ANCHOR's portfolio, ensuring full adherence to all program regulations, lease-up requirements, and reporting obligations. Maintain current knowledge of HUD, NCHFA, VA, HOME, and Fair Housing regulations, and interpret policy updates to ensure organizational alignment. Review, monitor, and audit resident files for eligibility, income certifications, and rent calculations to ensure accuracy and timeliness. Conduct periodic internal compliance audits across all sites to identify risk, ensure consistency, and recommend corrective actions. Manage MOR (Management and Occupancy Review) preparation, LIHTC compliance reporting, and respond to agency monitoring visits and file reviews. Ensure all electronic records and documentation are accurately maintained in ResMan and other data systems. Documentation and Standard Operating Procedures Develop, implement, and maintain standardized Standard Operating Procedures (SOPs) for all compliance functions, including file review, annual recertifications, and regulatory reporting. Maintain a comprehensive compliance manual and related resources that align with HUD, NCHFA, and IRS requirements. Continuously review and update policies and procedures to reflect regulatory changes and operational best practices. Create checklists, forms, and internal guidance documents to support site staff and promote consistency in compliance processes. Training & Support Provide training and technical assistance to property management staff on HUD and LIHTC compliance requirements, Fair Housing laws, and NCHFA policy updates. Lead portfolio-wide compliance workshops, webinars, and one-on-one coaching sessions. Serve as ANCHOR's subject-matter expert on all compliance-related topics, offering proactive guidance on potential risks and opportunities for improvement. Reporting & Coordination Prepare and submit all required compliance reports to HUD, NCHFA, and other regulatory agencies by established deadlines. Maintain current compliance certifications for all properties, including annual certifications and extended-use agreements. Work collaboratively with site managers, the Director of Property Management, and other leadership staff to ensure compliance throughout project development, lease-up, and stabilization. Support special projects such as new LIHTC applications, project conversions, or repositioning that require compliance expertise.BEHAVIORAL COMPETENCIES

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Minimum 7 years of affordable housing compliance experience, including direct oversight of HUD and LIHTC portfolios. Demonstrated success managing compliance across multi-property portfolios in North Carolina. Certifications (Required or Obtainable within 6 Months) HCCP (Housing Credit Certified Professional) Certified Occupancy Specialist (COS) or Blended Occupancy Specialist (BOS) •NCHFA LIHTC

In-depth understanding of HUD, LIHTC, HOME, and Fair Housing program requirements. Strong analytical, auditing, and problem-solving skills. Ability to train, coach, and mentor site-level and compliance staff in best practices. Excellent organizational and time-management skills with the ability to manage multiple deadlines. Exceptional written and verbal communication skills for preparing reports and explaining complex regulations. High level of integrity and attention to detail in all compliance-related documentation. Proficiency with ResMan, AvidXchange, Microsoft Excel, and document management systems.PHYSICAL DEMANDS
