Reporting Structure and Functional Alignment Organizational HR Reporting Line:
HR and Compliance Specialist > Director of Human Resources > Chief Administrative Officer The Director of Human Resources provides primary supervision for this role, including day-to-day direction, workload prioritization, and performance management. The training and HR administrative functions of this role are performed statewide across all Company locations. This position also maintains a functional dotted-line reporting relationship with the Director of Compliance for all regulatory compliance and audit-related duties performed in the Northern Nevada region. In that capacity, the Director of Compliance directs the substance, scope, and priority of compliance and audit assignments. This functional alignment is distinct from, and does not supersede, the primary reporting relationship with the Director of Human Resources for administrative, personnel, and performance-related matters. This role collaborates with HR staff, site leadership, and the Compliance department across all Company locations; such collaboration does not create a reporting relationship outside the lines described above. Position Summary The HR & Compliance Specialist is a dual-function position responsible for statewide regulatory credentialing and agent card administration, company training support, specialized Human Resources administration, and regulatory compliance support for Northern Nevada operations. The position serves as the Company's primary administrator for Nevada Cannabis Compliance Board agent registration cards and is responsible for maintaining accurate, timely, and audit-ready credentialing records for employees statewide. Under the direction of the Director of Human Resources, the HR & Compliance Specialist also coordinates and delivers non-employment training, supports assigned HR administrative processes, and partners with HR staff and operational leaders across Company locations. The position maintains a functional dotted-line relationship with the Director of Compliance for regulatory compliance activities performed in Northern Nevada, including facility audits, compliance monitoring, regulatory documentation, and corrective-action follow-up. This position does not independently manage employee relations investigations, disciplinary matters, or leave and accommodation casework. Essential Duties and Responsibilities Agent Card Administration and Regulatory Credentialing
  • Serve as the Company's primary administrator for Nevada Cannabis Compliance Board agent registration cards statewide.
  • Manage the employee agent card lifecycle, including new applications, renewals, expirations, changes in status, replacements, and separation-related processing.
  • Review agent card applications and supporting documentation for completeness and accuracy before submission or processing.
  • Maintain accurate records of employee agent card status, issuance dates, expiration dates, renewal activity, and supporting documentation.
  • Monitor upcoming expirations and proactively notify employees and leadership of required renewal actions.
  • Coordinate with applicants, employees, managers, Human Resources, Security, Compliance, and regulatory agencies to resolve credentialing issues.
  • Monitor pending applications and escalate delays, deficiencies, denials, expirations, suspensions, or other registration concerns that may affect an employee's ability to work.
  • Identify employees who are not eligible to perform work requiring a valid agent registration card and promptly notify appropriate HR and operational leadership.
  • Maintain audit-ready agent card documentation and provide reports regarding credentialing status as requested.
  • Stay current on CCB requirements affecting agent registration and communicate relevant process or regulatory changes to HR and operational leadership.
  • Develop and maintain standardized processes, forms, instructions, and tracking tools related to agent card administration.
  • Support other occupational or regulatory credentialing processes assigned to Human Resources as the Company's operations expand. Training and Development
  • Coordinate and deliver non-employment-related training programs, including safety, systems, process, professional development, regulatory awareness, and compliance training.
  • Maintain statewide training schedules, materials, attendance records, and completion documentation.
  • Coordinate training logistics, including scheduling, facilities, materials, facilitator support, and employee communications.
  • Maintain accurate training completion records and follow up on overdue or incomplete training.
  • Deliver METRC awareness and other assigned compliance-related training.
  • Assist with development and maintenance of training materials, job aids, guides, and other learning resources.
  • Evaluate training effectiveness and recommend improvements to the Director of Human Resources.
  • Support implementation of Company-wide training initiatives across locations and divisions. HR Administrative Support
  • Provide specialized administrative support related to regulatory credentialing, onboarding, training, compliance documentation, and assigned HR initiatives.
  • Support onboarding processes where regulatory credentials, required training, background information, or related documentation must be completed before an employee may begin certain work.
  • Maintain organized and accurate HR and regulatory documentation in accordance with Company retention standards.
  • Prepare correspondence, reports, trackers, and other documentation related to assigned HR responsibilities.
  • Assist with data entry and system updates associated with agent cards, training, onboarding, and other assigned processes.
  • Support special projects assigned by the Director of Human Resources.
  • Refer employee relations, investigations, disciplinary matters, accommodations, leave questions, and other HR casework to the appropriate HR team member. Regulatory Compliance and Audit Support - Northern Nevada
  • Serve as an on-the-ground compliance resource for Northern Nevada operations under the functional direction of the Director of Compliance.
  • Assist with internal regulatory audits and facility inspections.
  • Support preparation, documentation, and follow-up related to compliance findings and corrective actions.
  • Monitor compliance with applicable Cannabis Compliance Board regulations and Company standards.
  • Maintain organized documentation related to audit findings, regulatory inspections, corrective actions, and compliance follow-up.
  • Assist with responses to regulatory inquiries, audits, and inspections as directed by the Director of Compliance.
  • Identify and promptly escalate potential compliance concerns, deficiencies, or regulatory risks.
  • Assist operational leadership with understanding and implementing compliance requirements.
  • Support regulatory readiness activities and maintain documentation necessary for inspections and audits.

Work Environment and Physical Requirements This position works across Company facilities statewide, including secured and restricted-access areas, and requires regular travel between locations to conduct training and HR administrative activities. Compliance and audit activities under this role are concentrated in the Company's Northern Nevada facilities and require regular travel within that region. The role requires prolonged periods of sitting and standing, frequent walking throughout facilities, occasional lifting of training materials and documentation up to 20 pounds, and the manual dexterity to operate standard office and presentation equipment. The role also requires the ability to identify equipment status indicators with or without assistive tools. As a condition of working in a licensed cannabis facility, this position may involve exposure to cannabis plant material and related odors, and may require the use of personal protective equipment as directed. Schedule and Work Hours This is a full-time, Exempt position. As an Exempt employee, this role is not eligible for overtime pay and is compensated on a salary basis. Management of the training and compliance functions assigned to this role, and the exercise of discretion and independent judgment on matters of significance within those functions, constitutes the primary duty of this position. Schedule and travel requirements may vary based on statewide training delivery needs and Northern Nevada compliance audit timelines, and may occasionally require work outside standard business hours. Compliance and Continuing Eligibility Continued employment in this position is contingent upon obtaining and maintaining a valid Nevada Cannabis Compliance Board (CCB) agent registration card and ongoing compliance with all applicable Company policies and state and local regulations, including those enforced through the METRC seed-to-sale tracking system. This position must promptly report any change in licensure or eligibility status to Human Resources. Given this role's access to sensitive compliance findings, audit documentation, and personnel records, this position is held to a heightened standard of confidentiality and discretion.   • Associate's in Human Resources, Business Administration, Compliance, Training and Development, or a related field preferred.
  • Two or more years of experience in Human Resources administration, regulatory compliance, training coordination, credentialing, licensing, or a related function preferred.
  • Cannabis industry experience strongly preferred.
  • Experience working with regulated employee licenses, permits, credentials, or registrations preferred.
  • Working knowledge of Nevada Cannabis Compliance Board regulations or demonstrated ability to quickly develop regulatory expertise.
  • Strong organizational and records-management skills.
  • Exceptional attention to detail and ability to manage time-sensitive regulatory deadlines.
  • Ability to manage multiple priorities and maintain accurate tracking systems.
  • Strong written and verbal communication skills.
  • Ability to interpret procedures and regulatory requirements and communicate them clearly to employees and leaders.
  • Ability to exercise sound discretion and independent judgment within assigned areas of responsibility.
  • Proficiency with Microsoft Office and the ability to learn HR, training, compliance, and regulatory systems.
  • Must be at least 21 years of age.
  • Must be able to obtain and maintain a Nevada Cannabis Compliance Board agent registration card.
  • Must successfully complete required background screening.
  • Valid driver's license and ability to meet Company insurability requirements for travel between locations.
