Labor Compliance Specialist

Job Description

Job Summary the Labor Compliance Specialist will review and evaluate compliance issues and concerns within the organization, with a primary focus on labor standards and regulatory compliance related to procurement, construction projects, government-funded programs, and contracts. The incumbent will assist in the monitoring and implementation of a compliance program to ensure effective agency-wide compliance with applicable laws, regulations, policies, and procedures. The incumbent will assist with risk mitigation through monitoring internal controls and ensuring compliance with federal, state, and local regulatory requirements governing the Authority. This position is responsible for supporting labor compliance activities, prevailing wage monitoring, contractor compliance reviews, fraud hotline administration, contract and invoice review, payroll oversight activities, and compliance training initiatives.
Essential Duties and Responsibilities:
Assist the Director of Compliance in administering and monitoring the Authority's compliance program. Provide compliance guidance related to government contracting, procurement, construction projects, and federally funded programs. Monitor labor compliance activities, including certified payroll reviews, prevailing wage requirements, and contractor compliance. Review payroll records, contracts, purchase orders, and invoices for accuracy and compliance. Process purchase orders and maintain supporting contract documentation. Administer the labor compliance tracking system and provide training and technical support to users. Manage the Fraud, Waste, and Abuse Hotline, including intake, tracking, reporting, and record maintenance. Conduct compliance reviews, audits, investigations, and monitoring activities; recommend corrective actions as needed. Coordinate responses to HUD reviews, audits, investigations, and other regulatory inquiries. Prepare reports, analyses, and documentation related to compliance activities and program performance. Collaborate with internal departments and external stakeholders to resolve compliance issues and improve program effectiveness. Maintain current knowledge of applicable laws, regulations, and industry best practices. Ability to travel regularly to Authority properties and other work locations throughout the service area. Use of a personal vehicle may be required to perform job-related travel. Mileage reimbursement may be provided in accordance with Authority policy. Perform other duties as assigned. Education and/or Experience Bachelor's degree in Public Administration, Business Administration, Human Resources, Construction Management, Accounting, Finance, or a related field. Three (3) years of experience in compliance, labor standards administration, procurement, auditing, contract administration, government programs, or a related field. Skills Knowledge of federal, state, and local regulations related to labor compliance, prevailing wage requirements, government contracting, procurement, and HUD-funded programs. Ability to interpret and apply laws, regulations, policies, contracts, payroll records, and financial documentation. Strong analytical, investigative, and problem-solving skills. Ability to conduct compliance reviews, audits, monitoring activities, and risk assessments. Strong organizational skills with the ability to manage multiple priorities, deadlines, and projects. Excellent verbal, written, and interpersonal communication skills. Ability to develop and deliver training and technical assistance to staff, contractors, and vendors. Ability to maintain accurate records and prepare reports, findings, and recommendations. Ability to exercise sound judgment and maintain confidentiality when handling sensitive information. Proficiency in Microsoft Office Suite and other compliance, contract management, or data tracking systems.
Other:
Possession of a valid Ohio Vehicle Operator's license and insurability under CMHA standards. $40,000.00 - $48,000.00 per year
