No Job Summary The Senior Data and Compliance Lead supports the Director of Regional Programs and leadership by overseeing the Regional Programs data management, compliance monitoring, program reporting, and performance tracking activities. This role is responsible for ensuring the accuracy, integrity, and compliance of programmatic data across multiple funding sources, contracts, and grants. The Senior Data and Compliance Lead works collaboratively with State Leads, program staff, finance staff, and leadership to ensure organizational compliance with federal, state, private funding, and internal reporting requirements. This position serves as the primary lead for data governance, compliance monitoring, reporting systems, and performance measurement activities across Regional Programs. The role provides technical assistance and training to staff regarding data collection, reporting requirements, and compliance standards while supporting continuous quality improvement initiatives. Essential Job Functions Administrative Prepare written reports, documentation, and correspondence related to Regional Programs activities. Meet reporting deadlines for RCAP Partnership Agreements, state grants, and other funding sources. Assist staff with troubleshooting and working within the DCS database. Provide regular analysis of DCS data to ensure deliverable benchmarks and compliance are met. Review and provide feedback on staff reports, written communications, and other program documentation. Assist with maintaining Regional Agreements, subagreements, grant records, contract documentation, and required reports. Compliance and Data Management Monitor program performance and grant deliverables to ensure compliance with funder requirements. Oversee data quality, reporting accuracy, and consistency across Regional Programs. Analyze data and reporting trends to identify gaps, risks, and opportunities for improvement. Coordinate the collection, review, and submission of programmatic and grant-related reports. Ensure compliance with organizational policies, grant agreements, and reporting standards. Program Compliance and Performance Management Support oversight of grant-funded program to ensure achievement of contractual deliverables and performance objectives. Develop and implement processes that strengthen accountability, reporting accuracy, and compliance performance. Review program outcomes and performance metrics to support leadership decision-making. Recommend corrective actions and process improvements when compliance or performance issues are identified. Finance & Procurement Compliance Assist Regional Programs staff with procurement activities and ensure compliance with federal, state, funder, and organizational requirements. Review procurement and contracting documentation for completeness, accuracy, and adherence to applicable policies and grant regulations. Provide guidance and technical assistance to staff regarding procurement procedures, documentation standards, and compliance expectations. Support audits, monitoring visits, and compliance reviews by maintaining procurement records, identifying potential risks, and recommending corrective actions. External Relations Participate in conference calls, committee meetings, and work groups as directed. Support leadership in responding to requests from funders, the National RCAP Network, and other stakeholders. Leadership Plan and facilitate regular meetings to support consistency and accountability across program reporting efforts. Assist with onboarding and training of new staff related to reporting systems, compliance requirements, and organizational procedures. Outreach and Networks Network and build relationships with funders, partners, and stakeholders to support organizational goals and rural community development efforts. Interface with staff, clients, and partners throughout the region as needed. Participate in National RCAP committees, work groups, and collaborative initiatives. Program Development Collaborate with field operations and program staff to monitor new and existing contracts, grants, and initiatives. Contribute data, performance metrics, and reporting information to support funding proposals and organizational initiatives. Training and Technical Assistance Provide training to internal staff on DCS, reporting requirements, data quality standards, and compliance procedures. Facilitate collaborative processes and staff development activities related to data management and reporting. Serve as a resource for staff seeking assistance with reporting systems, data analysis, and grant compliance. All other duties as assigned. Core Competencies

- Bachelor's degree Public Administration, Business Administration, Data Analytics, Information Systems, Project Management, Nonprofit Management, or related field preferred; Equivalent combinations of education and relevant experience may be substituted (REQUIRED)
- Knowledge of state and federal grant reporting requirements, including online filing systems; experience with private sector funding. (PREFERRED)
- Ability to work with minimal supervision and manage multiple priorities simultaneously. (REQUIRED)
- Knowledge of water, wastewater, solid waste, environmental, and rural community development issues. (PREFERRED)
- Experience leading project teams; strong organizational, communication, and analytical skills. (REQUIRED)
- Experience in teaching or conducting training sessions. (PREFERRED)
- Driver's license and insurance coverage of a minimum of $100K/$300K.
