In this role, you will serve as the subject matter expert on all federal housing regulations, ensuring that on-site teams maintain strict compliance with HUD, TRACS, EIV, and local housing authority guidelines. The ideal candidate will have deep technical knowledge of Section 8 Project-Based Rental Assistance (PBRA), RAD, and HOTMA, combined with a proven track record of resolving submission errors and leading properties to successful regulatory reviews Key Responsibilities 1. Daily Portfolio Compliance & File Quality Control Conduct routine, proactive remote and on-site tenant file audits across multiple properties to verify compliance with income limits, asset verifications, and allowable deductions. Guide and support on-site property managers through complex initial certifications, annual recertifications, and interim adjustments. Ensure full execution and integration of the latest Housing Opportunity Through Modernization Act (HOTMA) rules into all daily workflow systems. 2. Technical Systems & Subsystem Management Monitor, troubleshoot, and clear fatal errors within the Tenant Rental Assistance Certification System (TRACS) to protect and ensure seamless monthly HAP voucher processing. Oversee portfolio-wide access, user recertifications, and background processing within HUD's Secure Systems (WASS), including APPS (Form 2530 previous participation). Enforce standardized schedules for running, analyzing, and resolving discrepancies in Enterprise Income Verification (EIV) reports (such as New Hires, Deceased Tenants, and Multiple Subsidy reports). 3. Audit & Inspection Readiness Prepare on-site teams and physical properties for Management and Occupancy Reviews (MORs), ensuring file structures and administrative logs are flawless. Analyze historical property data to coordinate corrective action plans for any findings issued by HUD, Performance-Based Contract Administrators (PBCAs), or lenders. Align ongoing preventative maintenance tracking with physical

standards. 4. Financial Adjustments & Reporting Assist corporate leadership with the preparation and submission of annual HAP contract renewals, budget-based rent increases, and utility allowance analyses. Oversee the accuracy of Monthly Activity Reports (MAR) and ensure seamless communication with local housing authorities, including regional agencies like Pasadena Housing Assistance.
Qualifications & Requirements Experience:
Minimum of 2-5 years of direct multifamily affordable housing management or dedicated HUD consulting experience across multi-property portfolios. Certifications (Highly Preferred): Certified Professional of Occupancy (CPO), Specialist in Housing Credit Management (SHCM), Registered Housing Manager (RHM), or equivalent HUD compliance designations.
Technical Skills:
Advanced proficiency with industry-standard affordable housing software (e.g., Yardi Voyager, RealPage, or ResMan) and direct navigation of HUD Secure Systems (WASS, TRACS, EIV).
Skills:
Exceptional analytical skills, sharp attention to detail, and the ability to train, mentor, and communicate effectively with remote on-site teams.
