Job Description

PURPOSE:
The Grant Fiscal & Compliance Specialist is primarily funded through HRSA Ryan White
HIV/AIDS
Program Part C and performs duties directly supporting grant-funded HIV care and treatment services. This position is responsible for the financial management, reporting, and financial compliance oversight of the Ryan White
HIV/AIDS
Program Part C grant and other grant-funded programs. This role ensures that grant funds are budgeted, expended, and reported in accordance with HRSA requirements, applicable regulations, and organizational policies. The position serves as a key liaison between program, finance, and external funders to support strong fiscal stewardship and audit readiness across the full grant lifecycle. This role supports the financial integrity of outpatient HIV primary medical care and early intervention services funded under Ryan White Part C. The position coordinates with Clinical Quality Management (CQM) activities to ensure resources are aligned with program goals such as retention in care, viral suppression, and improved patient outcomes, reinforcing that quality depends on the proper and compliant use of funds. Additionally, the Grant Fiscal & Compliance Specialist applies consistent financial controls and compliance practices across all grant-funded programs, aligned with federal standards.
RESPONSIBILITIES
  • Grant Fiscal Management o Develop, review, and monitor grant budgets to ensure alignment and compliance with applicable Program Instruction Notices (PINs), Policy Clarification Notices (PCNs), and federal requirements.
o Track grant expenditures and encumbrances; analyze variances and recommend corrective actions as needed. o Ensure accurate allocation of costs to appropriate funding sources in compliance with cost principles (e.g., allowability, allocability, reasonableness). o Ensure expenditures align with Ryan White allowable service categories, including core medical and support services, and comply with all HRSA policy requirements. o Prepare and submit timely and accurate grant financial reports and reimbursement requests. § Ryan White Services Report (RSR) § Requesting funds via Payment Management System o Support cash flow planning related to grant-funded activities.
  • Grant Compliance & Internal Controls o Maintain detailed knowledge of grant agreements, funder regulations, and compliance requirements (e.
g., federal, state, local, private). o Monitor compliance with grant terms, including spending thresholds, reporting deadlines, and documentation requirements. o Develop and maintain grant compliance checklists, procedures, and internal controls. o Partner with program staff to ensure fiscal compliance throughout grant implementation. o Ensure adherence to Ryan White legislative requirements, including payor of last resort and non-supplanting provisions. o Identify compliance risks and proactively recommend corrective actions or process improvements.
  • Quality o Provide financial analysis that informs program performance related to key Ryan White outcomes such as viral suppression, retention in care, and access to services. o Attend CQM committee for Part C in order to confidently recommend better resource allocation if needed.
  • Audit & Monitoring Support o Serve as primary finance contact for grant-related audits, monitoring visits, and desk reviews. o Prepare schedules, supporting documentation, and explanations for auditors and funders. o Ensure corrective action plans are implemented and tracked, if required.
  • Collaboration & Technical Assistance o Provide guidance and training to program and administrative staff on grant fiscal compliance and allowable costs. o Collaborate with development and program teams during proposal development to ensure compliant budgets and fiscal narratives. o Respond to funder inquiries related to financial performance and compliance.
  • Systems & Documentation o Maintain accurate grant records, financial documentation, and reporting files in accordance with retention requirements.
o Support improvements to grants management and financial systems to increase efficiency, accuracy, and transparency.
QUALIFICATIONS AND REQUIREMENTS
  • Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, or a related field.
  • Minimum of 3 years of experience in grant accounting, grants management, or federally funded program finance.
  • Demonstrated experience with HRSA-funded programs or other federal grants.
  • Strong knowledge of federal grant fiscal compliance and reporting requirements.
  • Proficiency in accounting systems, Excel, and financial reporting tools.
  • Excellent organizational, analytical, and communication skills. Preferred
  • Direct experience with Ryan White Program (Part C strongly preferred).
  • Experience working with HRSA EHBs, PMS, and federal grant reporting systems.
  • Experience supporting audits and HRSA monitoring visits.
  • CPA, CGFM, or grants management certification.
  • Experience in healthcare, public health, or nonprofit clinical settings.

Pay:
$22.50 - $30.00 per hour
