Job Overview Compliance Specialist position works with an assigned group of electric utility distribution cooperatives within Wisconsin to ensure compliance with applicable federal, state, and local regulatory requirements. Position includes decision-making responsibilities within the limits of the approved budget; creation and implementation of environmental, safety, transportation and other regulatory policies; and the evaluation of related practices at the assigned cooperatives. This includes but is not limited to maintaining existing policies, procedures, and practices for meeting compliance obligations; the creation and implementation of new compliance activities; ensuring employees are trained appropriately; record keeping; and evaluating the effectiveness of programs, while always exercising prudent business judgement. The successful candidate will join WECA's compliance team and support electric distribution utility cooperative members located primarily in northwestern Wisconsin (an area with an approximate 60-mile radius from Osseo, WI). Frequent travel is required; a company vehicle is provided.

Duties Travel to assigned cooperative locations to carry out responsibilities with professionalism and as a representative of the cooperatives. Create and maintain policies and procedures to meet regulatory requirements and other company-driven activities. Review and update company policies and procedures as necessary. Ensure that employees are appropriately trained to meet current regulations specific to their areas of responsibility. Research and remain current on environmental, safety and transportation laws applicable to the operation of electric distribution cooperatives and that assigned cooperatives meet these requirements. Develop and maintain accident investigation procedures and participate in accident investigations. Ensure proper reporting of information to appropriate levels of authority. Interact and coordinate activities with Job Training and Safety instructors, line crew meetings, other compliance staff members, and cooperative personnel. Lead cooperative safety committees to engage employees in their company's safety programs. Monitor and occasionally attend local safety and emergency response meetings to strengthen partnerships and promote the importance of the cooperatives. Prepare for management all correspondence, reports, filings, etc. related to compliance reporting. Ensure that the management is updated on all filings and that license renewals are completed. Research, develop and implement steps for the cooperatives to become and continue to participate in NRECA's Safety Achievement Program. Work daily establishing and promoting positive relationships with all personnel, members, and the general public. Perform all other duties assigned. Skills Knowledgeable of accepted safety and industry practices. Familiar with equipment used by the electric utility industry. Interpersonal skills that portray a professional image at all levels of communication. Capable of prioritizing multiple projects and activities. Detailed-focused, with the ability to complete tasks accurately and on time. Strong verbal skills with the ability to train and motivate others. Ability to establish and maintain effective working relationships. Must be able to maintain the confidentiality of sensitive information.
