This senior management position directs and\r\noversees the Department of Public Safety and Correctional Services' (DPSCS)\r\nAccounting operations, providing strategic leadership for a staff of\r\napproximately 40 employees responsible for critical Departmentwide accounting\r\nfunctions. The position manages the Department Headquarters' financial\r\ntransactions, through subordinate supervisors.\r\nThe incumbent directs and oversees Departmental\r\nannual fiscal year end closing activities and GAAP reporting processes;\r\ncoordinates responses to external audits, develops Departmentwide fiscal\r\nprocedures and training programs, and ensures compliance with State and federal\r\nfinancial reporting requirements. The incumbent routinely collaborates with\r\nagency heads, executive leadership, the Department of Budget and Management,\r\nthe Comptroller's Office, and other stakeholders to develop fiscal strategies,\r\nresolve complex financial issues, and support sound financial decision-making\r\nacross the Department.� This position\r\nprovides oversight of operating and capital budget transactions totaling more\r\nthan $520 million annually and provides financial management of major statewide\r\ncontracts such as the Incarcerated Individual Medical Contract and Incarcerated\r\nIndividual Food Contract.\r\nResponsibilities include ensuring compliance with generally accepted\r\naccounting principles and Statewide financial policies, maintaining effective\r\ninternal controls, monitoring, and forecasting.\r\nThis position serves as a principal fiscal\r\nadvisor to Department senior financial leadership, providing technical\r\nexpertise in the State's Financial Management Information System (FMIS), budget\r\ndevelopment, fiscal policy, and internal controls. The incumbent oversees the\r\npreparation and review of operating budget requests, monthly expenditure\r\nprojections, and financial analyses for multiple DPSCS agencies while\r\nsupporting 18 regional fiscal offices through guidance, training, and technical\r\nassistance.\r\nThis position requires exceptional leadership,\r\nbudget management, financial analysis, and strategic planning skills, as well\r\nas extensive knowledge of governmental accounting principles, budget\r\ndevelopment, financial management systems, and internal control practices. The\r\nincumbent exercises considerable independent judgment in establishing\r\npriorities, interpreting fiscal policy, directing statewide financial\r\noperations, and recommending solutions to complex financial and operational\r\nchallenges.\r\nMINIMUM QUALIFICATIONS

A Bachelor's\r\ndegree in Accounting.\r\nExperience:
Six (6) years of\r\nprogressive, professional Fiscal experience to include at least five (5) years\r\nof supervisory or managerial experience involving oversight of fiscal year end\r\nclosing activities and/or budget monitoring and submission activities for\r\ngovernmental or not for profit entities\r\nNotes:
\r\n1. Candidates may substitute\r\nthe possession of a master's degree from an accredited college or university in\r\nthe field of Accounting for 2 years of experience.\r\n2. Candidates may substitute the\r\npossession of a certified professional accountant license for 2 years of\r\nexperience.\r\nDESIRED OR PREFERRED QUALIFICATIONS
\r\n\r\n\r\nPreference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.�\r\n\r\n\r\n Five (5) years of progressively responsible\r\n accounting experience utilizing the State of Maryland Financial Management\r\n Information System (FMIS), including demonstrated proficiency with R- STARS\r\n (RSTARS) and ADPICS, performing complex accounting, financial reporting,\r\n reconciliation, and fiscal management functions associated with year-end close.

The ideal candidate must be fluent in spoken and written English. The ideal candidate must effectively and respectfully communicate with diverse populations, providing services to individuals with different beliefs, behaviors, and interpersonal styles in confinement or community settings. Professional working fluency in Spanish, Mandarin, Korean, or any other language is a plus.�\r\nSELECTION PROCESS
