Positions Available:
2 Position Summary YIIU is seeking qualified Financial Analysts to support a federal Government engagement with the U.S. Small Business Administration (SBA), Office of Capital Access (OCA), Office of Credit Risk Management (OCRM) in Washington, DC. The Financial Analyst will independently perform evaluations and analyses concerning the eligibility and qualifications of SBA lenders and assess lender performance to help ensure risks to SBA's loan portfolio are accurately and timely identified. The position supports OCRM activities involving Delegated Authority, Desktop Reviews, lender oversight, financial and statistical analysis, portfolio risk, and SBA 7(a) lending programs. Key Responsibilities Perform financial, statistical, credit, and portfolio-risk analyses related to SBA lenders and lending programs. Plan, coordinate, and support Delegated Lender analyses and Desktop Reviews. Evaluate lender eligibility to obtain or retain Delegated Authority using qualitative and quantitative factors. Analyze lender financial condition, performance, and portfolio risk. Evaluate commercial and small-business creditworthiness, including financial condition, repayment capacity, and credit risk. Analyze SBA 7(a) loan portfolios to identify current and emerging risks. Develop analytical workpapers and reports documenting findings and recommendations. Identify operational weaknesses and deficiencies and recommend improvements to policies, procedures, and risk-management practices. Support lender monitoring, reviews, renewals, and other oversight activities. Analyze review results and identify required follow-up actions. Review the work of other contractor personnel for quality assurance and regulatory compliance, as assigned. Assess relevant public actions taken by federal and state regulators. Analyze lender mergers and acquisitions for potential SBA guaranty-transfer implications. Review and revise monthly and quarterly reports. Support development and implementation of policies and procedures related to Delegated Authority and Desktop Reviews. Ensure lender activities are evaluated against applicable SBA 7(a) Standard Operating Procedures. Prepare reports and communicate analytical findings and recommendations to management. Provide operational guidance and assistance to internal and external stakeholders. Perform other administrative and credit-risk-management functions required to support OCRM operations. Education Bachelor's degree in Finance, Accounting, Economics, Business Administration, or a closely related field. A master's degree, such as an MBA, MS in Finance, MS in Economics, or related discipline, is preferred for higher-level experience. Professional certifications such as CFA, FRM, or CPA are desirable but not required. Experience Candidates should possess relevant specialized experience in financial, credit, portfolio, lender, or risk analysis. GS-11
Equivalent:
Typically 1-2 years of specialized experience performing financial, credit, or portfolio analysis in a banking, regulatory, Government, or financial-services environment. GS-12
Equivalent:
Typically 3+ years of progressively responsible specialized experience performing complex financial/risk analysis, credit or portfolio reviews, or lender oversight, including independently developing recommendations concerning policy, procedures, or risk mitigation. Relevant experience may include commercial or small-business creditworthiness, loan portfolios, regulated financial institutions, lender oversight, commercial lending, financial risk, or similar functions. Experience with SBA 7(a), SBA 504, delegated lending authority, or similar Government-guaranteed lending programs is preferred. Knowledge and Skills Candidates should demonstrate knowledge and proficiency in financial statement analysis, credit-risk analysis, commercial lending and underwriting concepts, portfolio-risk management, accounting principles, capital, liquidity and asset-quality concepts, and quantitative and qualitative financial analysis. Strong Microsoft Excel skills are expected, including experience with pivot tables, lookup functions, conditional formulas, and basic statistical functions. Candidates should possess strong analytical writing, communication, reporting, and presentation skills and the ability to interpret policies, procedures, Standard Operating Procedures (SOPs), regulations, and guidance. Familiarity with, or the ability to quickly learn, the SBA Lender Portal and Capital Access Financial System (CAFS) is relevant to the position. Work Location and Schedule This position is on-site in Washington, DC . The authorized service window is 6:30 AM-6:00 PM Eastern Time, Monday through Friday. Individual employees will generally work an 8-hour day and 40-hour workweek.
