Financial & Reporting Analyst

•Deadline may be extended if a suitable candidate pool is not identified by the initial deadline. Salary Range $75,252 to $95,280 per year. Starting salary may be between the minimum and maximum salary range provided, based on qualifications. General Purpose of Position The Financial & Reporting Analyst supports the Office of Hawaiian Affairs ("OHA") budgeting, accounting, financial reporting, forecasting, and decision-making functions. This position analyzes and monitors organizational financial performance by tracking expenditures, revenues, budgets, and cash flow trends across programs and divisions in support of strategic decision-making and fiscal stewardship. Working closely with leadership and program managers/directors with organization-wide financial management initiatives to strengthen financial stewardship, accountability, and operational effectiveness. Essential Functions & Responsibilities Budget Preparation and Review Prepare budget worksheets, instructions, schedules, and supporting materials for program and organizational budgets. Work with program managers to develop, review, and explain budgets, expenditure plans, funding needs, and budget guidelines. Compile, analyze, and present program, organizational, biennium, legislative, and realignment budgets for review and approval. Prepare and review OHA's legislative budget request, including required forms, analysis, and support for legislative hearings. Review budget requests and supporting data for accuracy, appropriate methodology, funding availability, account coding, prior-year trends, and alignment with strategic goals. Prepare variance reports, projections, pro forma reports, and other budget analyses; discuss discrepancies and recommended actions with management. Serve as a budget and financial resource for program managers/directors, committees, and Board-related meetings as assigned. Financial Analysis and Reporting Analyze current and historical financial data, budget-to-actual variances, cash flow forecasts, and operating trends. Maintain governmental fund appropriation and government grants tracking, chart of accounts structure, and governmental financial reporting processes. Develop financial models, projections, scenario analyses, dashboards, reports, and presentations to support planning, decision-making, and communication with financial and non-financial stakeholders. Evaluate proposals, initiatives, business processes, capital projects, and other strategic opportunities for financial feasibility and fiscal impact. Conduct financial and market research to support fiscal planning, investment monitoring, and organizational decision-making. Fiscal Administration and Operations Assist with fiscal management projects, year-end closing, audit schedules and inquiries, cash management, and other duties as assigned. Evaluate fiscal processes, identify opportunities for improvement, and help implement solutions that strengthen efficiency, reporting, and internal controls. Support automated accounting applications implementation, ERP reporting, financial dashboards, and data analysis tools. Maintain confidentiality of sensitive, proprietary, and financial information. Build effective working relationships with internal programs and external agencies. Fully supports in action, language, behavior and performance the priorities, decisions, and directives of the Budget Chief, Controller, CFO, COO and/or the CEO. This position is based on Oʻahu , with an expectation of regular, in-person attendance at the designated duty station. Limited telework may be authorized in accordance with the OHA Employee Handbook and subject to supervisory approval. Minimum QualificationsEducation, Training and/or Experience Graduation from an accredited college or university with a bachelor's degree in business administration, accounting or a related field. Five (5) years of progressively responsible experience in budgeting, financial analysis, accounting, program evaluation, data analytics, or a related field. Experience must include analyzing financial, operational, or program data; evaluating performance and results; identifying trends and variances; developing forecasts and recommendations; and supporting compliance with applicable policies, standards, and regulations. Knowledge, Skills and Abilities Must have working knowledge of: Governmental and nonprofit accounting principles, financial reporting standards, and fiscal management practices. Budget development and administration, legislative budgeting, governmental appropriations, and budget-to-actual analysis. Financial forecasting, cash flow management, long-range planning, and financial modeling. Internal controls, risk management, audit support, and process improvement methodologies. Investment analysis, market research, and portfolio performance evaluation. Enterprise resource planning (ERP) systems, financial management systems, and reporting tools. Must have demonstrated skills or ability to: Learn, adapt, and apply new financial concepts, systems, and analytical methods. Utilize advanced Microsoft Excel functions, including financial modeling, forecasting, pivot tables, lookups, data analysis, and reporting; proficiency with Microsoft Office, SharePoint, Oracle or comparable ERP systems, and business intelligence tools. Analyze complex financial data; develop forecasts, financial models, dashboards, and reports; and provide practical recommendations to support decision-making. Interpret financial statements and performance metrics to identify trends, risks, opportunities, and operational impacts. Evaluate budgets, funding requests, expenditures, reallocations, programs, and projects using sound financial judgment. Communicate complex financial information effectively to both financial and non-financial audiences through written reports, presentations, and visualizations. Support audits through the preparation of schedules, documentation, and responses to inquiries. Strengthen internal controls, improve fiscal accountability, and promote operational efficiency through process improvement and analytical review.
