BASIC FUNCTION
The Government Financial Analyst is responsible for the oversight of all federal, state, and local grants and contracts, ensuring compliance with contract expectations and reporting requirements as well as financial forecasting ensuring that all funds are properly spent. Oversight includes maintaining project schedules to ensure timely reporting along with expense reporting to maximize the funding and any match requirements associated with the source. They will review information received from Directors and subgrantees for accuracy, providing education and guidance as needed to ensure understanding of the reporting and compliance requirements and accuracy of the reports as well as any of requests from CPO, CFO, CEO, and Director of Compliance. They will identify gaps in funding and strive to match potential sources to achieve CMHA initiatives. ESSENTIAL DUTIES AND RESPONSIBILITIES
Reviews reimbursement requests from subrecipients for compliance and accuracy; works with subrecipients to increase knowledge and request adjustments as needed. Monitors spending on contracts recommending budget amendments and programmatic adjustments in partnership with the program staff. Ensures organization meets all compliance and reporting requirements of each grant received. Keep relevant staff informed about deadlines and upcoming deliverables, ensuring they are submitted according to deadlines. Works with Continuum of Care monitoring staff to ensure subrecipients meet HUD financial guidelines. Maintain records of all payments and receivables, preparing reports for CPO, CFO, and CEO. Manage electronic submission systems ensuring all information entered is accurate and timely. Conduct ongoing and annual audit of all subrecipients' financial records pertaining to monthly reimbursement requests. Maintain documentation required from all subrecipients including annual debarment documentation. Other duties as deemed necessary by supervisor, CPO, CFO, or CEO. QUALIFICATIONS
Bachelor's degree in finance or related field with 2 years of non-profit financials Master's degree, MBA or MHP in a related field preferred and may be used as substitution for 1 year of professional experience. Excellent organizational detail-oriented, and deadline-driven skills. State and federal contract experience required, experience working in HUD programs preferred. Ability to read technical regulations and communicate the impact to a range of providers. Strong Interpersonal skills. Strong computer skills, including proficiency in Microsoft Office applications.
Pay:
$38.00 - $41.00 per hour Expected hours: 40.0 per week
