Job Description:
Finance Coordinator/Benefits Position Purpose:
The Finance Coordinator performs moderately complex accounting and fiscal-clerical tasks under general supervision, ensuring the accurate maintenance of financial records for school system transactions. This role involves applying accounting principles, a comprehensive understanding of benefit-related payroll deductions, and compliance with legal requirements, such as the Affordable Care Act (ACA). The position requires proficiency in technology for record-keeping, database management, and document creation. The Finance Coordinator collaborates closely with Human Resources and Payroll to ensure accuracy and compliance while reporting directly to the
Assistant Finance Officer Essential Duties and Responsibilities:
Reconcile district local and child nutrition bank statements monthly, preparing necessary adjusting entries. Review and calculate the necessary unemployment charges for the district Processing payment of employee reimbursements, staff development, and vendor invoices within the two-week A/P calendar Verify appropriate documentation received to validate charges/reimbursements Verify account codes provided accurately reflect the expense and that funds are available Maintain confidentiality of financial and employee records. Analyze and reconcile employee payroll deductions for health, dental, vision, life insurance, and other benefits. Ensure timely reconciliation and payment of monthly insurance invoices. Audit and correct summer escrow insurance deduction balances, including issuing refunds if necessary. Serve as the district administrator for various insurance programs:
Property Insurance:
Process claims and maintain records.
Liability Insurance:
Investigate claims, assess district liability, and manage interactions with insurance agents and claimants.
Student Insurance:
Administer annual policy offerings, train site contacts on claim processing, and maintain claim records.
Auto Insurance:
Process and monitor claims. Administer Workers' Compensation claims across district sites, collaborating with HR as needed. Support ACA compliance processes, including: Creating and analyzing reports. Tracking employee hours and monitoring full-time/part-time status. Measuring hours worked during look-back periods to assess benefit eligibility. Collaborate with human resources to ensure data accuracy for insurance offerings. Perform additional duties as assigned by the Assistant Finance Officer.
Minimum Requirements:
Knowledge/Skills/Abilities:
Working knowledge of ACA laws and reporting requirements. Comprehensive understanding of payroll deductions for benefits and auditing procedures. Strong knowledge of accounting principles, governmental accounting transactions, and financial reconciliation. Proficiency with Microsoft Excel, spreadsheet development, and other Office applications. Ability to manage multiple technical tasks and adapt to changing conditions. Strong organizational and multitasking skills to support 13 schools and district departments.
Education and Experience:
High school diploma with a focus on business practices, accounting, or mathematics. At least 2 years of benefits experience in school or government settings. Advanced proficiency in Microsoft Excel and related tools. Equivalent combinations of training and experience may be considered.
Certifications:
Valid North Carolina driver's license.
Preferred Qualifications:
Associate's degree or higher in Accounting, Business, or a related field.
