OVERVIEW

Under the direction of the Airport Director, independently performs professional fiscal analysis involving the Airport's operating and capital financial activities, including budget preparation, review and monitoring; analysis of expenditures and revenues; grants and contracts; financial reporting; and maintenance of fiscal records. The position works closely with the County Chief Financial Officer and Office of the Chief Financial Officer to ensure Airport financial activities are properly coordinated with County fiscal requirements, policies, and procedures.

SUMMARY:

The Senior Fiscal Analyst serves as a key professional fiscal resource to Airport administration, providing analytical, evaluative, and interpretive support for the Airport's operating and capital finances. The position works closely with the County Chief Financial Officer and Office of the Chief Financial Officer on budgeting, accounting, financial reporting, grants, contracts, procurement, revenues, expenditures, and internal controls. The Senior Fiscal Analyst analyzes financial activity to identify trends, variances, discrepancies, funding concerns, and compliance issues; assists with budget preparation and monitoring; prepares financial reports, projections, and recommendations; and reviews financial documentation to ensure funds are properly accounted for and used in accordance with County requirements and applicable contractual, legal, and funding requirements. The position also coordinates financial documentation associated with County purchasing, accounts payable, grant administration, contracts, leases, and matters presented to the Board of County Commissioners. The employee exercises independent professional judgment within established policies and procedures and refers highly complex, sensitive, or policy-level matters to the Airport Director and County Chief Financial Officer, as appropriate.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Fiscal Analysis and Budget Administration Serves as a professional fiscal resource to the Airport Director and works collaboratively with the County CFO and the CFO's Office on budgetary, financial, contractual, grant-related, procurement, revenue, and expenditure matters. Analyzes Airport expenditures, revenues, administrative and operating costs, encumbrances, and available balances to identify variances, trends, discrepancies, funding concerns, and other issues affecting Airport operations. Assists with the preparation, review, monitoring, and administration of the Airport's operating and capital budgets and prepares related analyses, projections, summaries, and recommendations. Determines whether sufficient funds and appropriate budget authorizations are available before financial obligations are processed. Assists with year-end financial activities, including reviewing open obligations, preparing accruals, and reconciling partially completed contracts. Grants, Contracts, and Compliance Reviews grants, funding agreements, contracts, leases, and related documents to identify allowable expenditures, funding restrictions, reporting requirements, deadlines, and other fiscal obligations. Monitors and analyzes grant and contract expenditures to determine whether funds are used in accordance with applicable terms, legal requirements, and County policies. Audits financial records and supporting documentation to confirm the proper use of funds and ensure records are ready for review by County officials, auditors, and funding agencies. Assists with grant reports, reimbursement requests, expenditure certifications, financial statements, and supporting schedules. Identifies questioned costs, missing documentation, unallowable expenses, and other compliance concerns and recommends corrective action. Financial Operations and Reporting Reviews invoices, vouchers, billing statements, purchase orders, and supporting documentation for accuracy, authorization, proper account coding, available funding, and compliance with County requirements. Investigates discrepancies involving invoices, payments, account records, purchase orders, or supporting documentation and coordinates resolution with vendors and County departments. Prepares financial transactions and supporting packages for submission to County Accounts Payable and monitors outstanding payments and obligations. Reconciles Airport financial records with the County accounting system and reviews journals, ledgers, subsidiary accounts, and transaction reports for accuracy and completeness. Prepares monthly and periodic reports, statements, analyses, and summaries concerning Airport expenditures, revenues, grants, contracts, obligations, and budget status. Procurement and Board Documentation Reviews procurement documents, contracts, purchase orders, and related financial records for proper authorization, sufficient funding, and required supporting documentation. Assists with bid documentation, procurement forms, financial certifications, and related materials in coordination with County Purchasing and the CFO's Office. Prepares and reviews financial and supporting documentation for matters presented to the Board of County Commissioners, including contracts, grants, leases, purchases, and related Airport actions. Coordinates with the CFO's Office, County Purchasing, County Administrator's Office, and other County departments to complete submissions and resolve questions regarding pending Board items. Maintains current tracking records for contracts, purchase orders, resolutions, Board submissions, deadlines, approvals, and outstanding documentation. Revenue Records and Coordination Monitors and analyzes Airport revenue, including tenant payments, leases, fees, reimbursements, and other receipts, and investigates discrepancies, late payments, and outstanding balances. Maintains accurate and organized financial records for revenues, expenditures, grants, contracts, leases, procurement activity, and Board submissions. Responds to fiscal inquiries and coordinates with Airport administration, the CFO's Office, other County departments, vendors, tenants, consultants, auditors, and funding agencies. Prepares routine fiscal correspondence and explanatory materials and refers significant financial, contractual, compliance, or policy matters to the Airport Director and County CFO, as appropriate. Learns and utilizes the electronic, manual, and computerized information systems used by the Airport and County.

REQUIREMENTS
NOTE:

Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Six (6) years of professional experience in the collection, analysis, evaluation and presentation of financial data used to provide an accurate accounting of administrative and operating costs and the preparation of reports containing conclusions and recommendations for a private business or government agency. OR Possession of a bachelor's degree from an accredited college or university; and two (2) years of the above-mentioned professional experience. OR Possession of a Master's degree from an accredited college or university in Business Administration, Public Administration, Accounting or Finance; and one (1) year of the above-mentioned professional experience.

NOTE:

"Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

LICENSE:

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of the principles and practices used in fiscal analysis, budgeting, accounting, financial reporting, and internal control. Knowledge of methods used to collect, compile, analyze, and present financial and operational data. Ability to interpret and apply funding agreements, contracts, grants, leases, policies, procedures, and legal requirements affecting financial activity. Ability to analyze expenditures, revenues, administrative costs, operating costs, and financial obligations and develop accurate conclusions and recommendations. Ability to audit financial records and determine whether funds have been used and documented properly. Ability to identify discrepancies, trends, risks, and potential fiscal or compliance concerns. Ability to prepare clear, accurate, and timely budgets, reports, statements, analyses, projections, and supporting schedules. Ability to exercise independent professional judgment and make accurate and informed decisions within established authority. Ability to maintain organized and complete financial records and manage recurring, deadline-driven work. Ability to communicate effectively and work collaboratively with Airport administration, the CFO's Office, other County departments, vendors, tenants, consultants, auditors, and funding agencies. Ability to learn and use the electronic and manual recording and computerized information systems used by the agency and related County offices.
