Job Description

Posting Details The Budget Bureau of the New Mexico Department of Public Safety manages the budget, revenues and expenditures for three programs: Law Enforcement, Statewide Law Enforcement Support, and Program Support. Interviews are anticipated to be conducted within two weeks of closing date. Why does the job exist? The Senior Financial Analyst provides advanced budget analysis, forecasting, and fiscal oversight for the Statewide Law Enforcement Support Program. The position develops and monitors budget projections, expenditures, staffing costs, encumbrances, and funding availability using SHARE Financials and
HCM, DFA
resources, and Excel-based financial tools. The analyst identifies budget trends, potential shortfalls, and available resources; recommends budget adjustments and funding reallocations; and evaluates the fiscal impact of program decisions. The position provides program leadership with timely financial guidance to support effective resource allocation, fiscal accountability, and statewide law enforcement operations. How does it get done? Provide comprehensive financial guidance and recommendations to the Statewide Law Enforcement Program and its divisions. Analyze budgets, expenditures, projections, and available resources to identify funding needs, potential shortfalls, and cost-saving opportunities. Work closely with division leadership to understand operational priorities and provide recommendations on budget planning, resource allocation, and expenditure management. Monitor financial activity and emerging trends to ensure resources are used effectively and remain within authorized budget levels. Support informed decision-making while maintaining fiscal accountability and alignment with agency and program priorities. Who are the customers? The position provides financial analysis, budget guidance, and fiscal support to the Statewide Law Enforcement Support Program and its divisions, including the Forensic Laboratory, Law Enforcement Records Bureau (LERB), Information Technology Division (ITD), Law Enforcement Academy (LEA), Law Enforcement Certification Board, and Standards and Training Council. The position works directly with division leadership, program managers, fiscal staff, and DPS executive management and supports financial reporting and budget requirements involving the Department of Finance and Administration (DFA), Legislative Finance Committee (LFC), and other state oversight entities. Ideal Candidate The position provides financial analysis, budget guidance, and fiscal support to the Statewide Law Enforcement Support Program and its divisions, including the Forensic Laboratory, Law Enforcement Records Bureau (LERB), Information Technology Division (ITD), Law Enforcement Academy (LEA), Law Enforcement Certification Board, and Standards and Training Council. The position works directly with division leadership, program managers, fiscal staff, and DPS executive management and supports financial reporting and budget requirements involving the Department of Finance and Administration (DFA), Legislative Finance Committee (LFC), and other state oversight entities. Minimum Qualification Bachelor's Degree in accounting, economics, finance, or business administration and three (3) years of experience in accounting, finance, economics, and/or statistical analysis. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling seven (7) years may substitute for the required education and experience. Employment Requirements Employment is subject to a pre-employment background investigation and fingerprinting in accordance with all terms and conditions of federal and state law, rules and regulations; and is conditional pending results. Continued employment is contingent upon remaining felony free, per Section 5.12.1.1 of the Criminal Justice Information Systems Security Policy. In addition, the selected candidate must possess and maintain a valid driver's license and obtain a Defensive Driving Certificate from the State of New Mexico. Working Conditions Work is performed in a law enforcement office setting with exposure to armed personnel, Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Occasionally work extra hours, weekends and holidays. Must be able to lift and carry up to 25 lbs.
