The New York City Department of Sanitation (DSNY) keeps New York City healthy, safe, and clean by collecting, recycling, and disposing of waste, cleaning City streets and vacant lots, and clearing snow and ice. DSNY is the nation's largest municipal sanitation agency, with nearly 10,000 employees, 59 district garages, and a fleet of more than 5,000 trucks, cars, and other types of equipment. The Department clears litter, snow, and ice from approximately 6,500 miles of City streets and removes debris from vacant lots as well as abandoned vehicles from City streets. The Department seeks an experienced Fiscal & Purchasing Analyst for its Strategic Initiatives Bureau to manage its financial operations, controls, reporting and compliance. The Analyst will be responsible for accurate accounting and ensure all Commercial Waste Zone and Containerization contractual obligations are fulfilled and that all work performed by vendors are to the highest level. Responsibilities include but are not limited to:
- Develop and maintain a system of internal accounting controls
- Monitor Expense OTPS and capital expenditures
- Compile Expense and Capital Budget New Need proposals as well as savings/cost reduction proposals (PEG) in preparation for financial plans and other budget exercises
- Perform technical budget activities including daily budget modifications requests, daily OTPS reports, monthly spending plans and other technical budget functions for the Capital and Expense budget.
- Complete financial functions as required within Passport, City of New York's digital procurement platform.
- Make decisions regarding funding availability and provide budget structures for requisitions and procurements as submitted by the procurement team.
- Prepare purchase requisitions and receiving reports as required
- Review daily accounting transactions and make necessary adjustments to financial records
- Review purchase orders and certify fund availability
- Execute and sign all fiscal reports on a timely basis as required
- Prepare budget modifications and request for funding as necessary
- Perform additional budget related analyses, exercises, requests, and special projects as assigned
- Create complex and analytical Excel spreadsheets to perform advanced budget analyses as required
- Prepare Comptroller responses as necessary

PROCUREMENT ANALYST
- 12158 Minimum Qualifications 1.
A baccalaureate degree from an accredited college or university; or 2. An associate degree or completion of 60 semester credits from an accredited college or university, and 12 months of satisfactory, full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or 3. A four-year high school diploma or its educational equivalent and two years of satisfactory full-time professional experience as described in "2" above; or 4. A combination of education and/or experience equivalent to "1", "2" or "3" above. College education may be substituted for professional experience under "2" or "3" above at the rate of 30 semester credits from an accredited college or university for 6 months of experience. However, all candidates must have at least a four-year high school diploma or its educational equivalent; or To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "2" above. Preferred Skills
- Experience managing program budget and expenditures, including reviewing price quotes, tracking and managing regular invoices, preparing receiving reports, and tracking spending against budget.
- Excellent organizational, analytical, and writing skills. Ability to develop accurate written materials and ensure consistent messaging in all communications.
- Exceptional interpersonal skills and be adept at dealing with a wide range of stakeholders across all operations.
- Excellent ability to communicate clearly and effectively in-person, by telephone, electronically, and through written correspondence able to tailor complex messages to diverse audiences including executive-level staff.
- Strong proficiency in word-processing, presentation creation, and spreadsheet management, including Microsoft Office Suite, Word, Excel, and PowerPoint.
- Experience managing large Excel spreadsheets, creating and updating pivot tables and building data query formulas.
- Experience working with program metrics ability to interpret data, come to accurate conclusions, and communicate conclusions to a wide variety of audiences.
- Strong familiarity working with New York City community organizations and government agencies.
- At least two years of experience in a Supervisory role.
- Possession of a valid New York State Motor Vehicle Driver's License.
