Who We Serve North Bay Regional Center provides advocacy, services, support, and care coordination to 13,000 children and adults diagnosed with intellectual and developmental disabilities and their families in Napa, Sonoma and Solano counties. We partner with community-based organizations and agencies to empower our clients to thrive and live as independently as possible within the geographically, culturally, and ethnically diverse communities we serve. North Bay Regional Center is a nonprofit private corporation that contracts with the Department of Developmental Services to coordinate services and support for individuals with developmental disabilities.

DEFINITION

Under the general direction of the Director of Equity & Engagement, the Service Access and Equity Analyst is responsible for collecting, integrating, and presenting qualitative and quantitative data to identify disparities in service access, utilization, outcomes, and resource allocation across North Bay Regional Center's diverse communities. This position serves as the department's lead analyst for equity-related data and performance measurement by transforming complex information into meaningful recommendations which guide strategic planning, policy development, quality improvement initiatives, and organizational decision-making. This position develops dashboards, evaluates trends, measures the effectiveness of outreach and engagement efforts, supports reporting requirements, and collaborates across departments to improve equitable access to regional center services.

NATURE OF WORK

Under the general supervision of the Director of Equity & Engagement, the Service Access and Equity Analyst provides technical expertise in data collection, performance measurement, program evaluation, and planning related to service access. The Analyst works in close partnership with the Diversity & Equity Specialist and the Community Outreach & Engagement Specialist to transform community engagement activities, outreach efforts, stakeholder feedback, and organizational data into meaningful qualitative and quantitative analyses. This collaborative approach ensures information gathered from individuals served, families, community partners, and internal departments is systematically evaluated to identify service access barriers, the effectiveness of equity initiatives is measured, and continuous improvement strategies are developed based on informed decisions.

Requirements:

MINIMUM EDUCATION AND EXPERIENCE

A Bachelor' degree in data analytics, business administration, business analytics, public policy, social work, psychology, public administration, non-profit administration or related human services discipline AND No less than one year's experience working in programs providing services for individuals with developmental disabilities. Three to five years of progressively responsible experience in one or more of the following: Program evaluation Data analysis and reporting Performance measurement Quality improvement Research and evaluation Public sector or nonprofit program administration Equity and Inclusion initiatives Minimum experience requirements may be waived based on additional qualifications, i.e., fluency in Spanish. Minimum education requirements may not be waived.

SPECIAL REQUIREMENTS

Fluency in Spanish is desirable and may be required. Ability to provide personal automobile transportation, or access to another form of reliable transportation, during and after working hours. Must be able to independently regularly travel to all NBRC offices within NBRC's catchment area to attend and participate in community events, which may include evenings and weekends. If operating own vehicle, provide minimum automobile liability insurance as required by California Law. Flexibility in working hours is required to attend and participate in community events. This position will be primarily based in the office; however, a hybrid work arrangement may also be available.

ESSENTIAL FUNCTIONS

Communicate effectively in person, on the telephone and in writing. Organize, prioritize, and coordinate work activities. Collect, integrate, validate, and analyze qualitative and quantitative data related to service access, utilization, outcomes, demographics, and equity indicators. Develop and maintain dashboards, scorecards, logic models, and performance measures that monitor organizational progress toward strategic goals. Analyze Purchase of Service expenditures, authorization patterns, utilization rates, demographic trends, and service outcomes to identify disparities and opportunities for improvement. Evaluate the effectiveness and return on investment of outreach, engagement, education, and equity initiatives. Design data collection tools, surveys, focus groups, and qualitative evaluation methodologies. Prepare reports that translate data into meaningful recommendations for leadership and community stakeholders. Identify emerging trends, service gaps, barriers, and disparities impacting historically underserved populations. Support grant reporting Interact tactfully and effectively with those contacted in the course of work. Conduct meetings, interviews, and evaluations; interpret and document the information. Represent the agency's philosophy, policies, and standards in a professional manner in the community and in the office. Consult with staff, vendors, and community agencies regarding state and federal programs and regulations. Monitor and evaluate the quality of programs which serve people with developmental disabilities. Make decisions with a minimum of direction. Analyze and find effective solutions to problems. Read, interpret, and follow complex policies, procedures, laws, and regulations. Perform work under stressful conditions, as required. Use initiative and sound, independent judgment within established guidelines. Maintain current workload with accurate and complete documentation. Attend meetings in and out of the office with punctuality. Adhere to a reliable work schedule, i.e., punctuality in reporting to work. Accurate and timely recording on time sheet and mileage forms. Maintain a high level of personal and professional conduct. Notify supervisor of schedule changes, i.e., use of accrued time-off benefits. Other duties, as assigned.
