General Description and Classification Standards:
Develops, interprets, and implements financial concepts for financial planning and control. This is a Senior level professional finance position.
Supervision Received:
Works under very general supervision. Depending on organization structure, may work independently with responsibility for an assigned function or program.
Knowledge Skills and Abilities:

Extensive knowledge of concepts and processes in finance area. Strong understanding of relationship of professional discipline with other organizations and functions. Skill in use of Microsoft Office, accounting software, databases. Skill in interpersonal communications and in presenting information. Ability to apply professional knowledge to carry out assignments with limited supervision. Ability to process numbers quickly and accurately. Ability to spot inconsistencies and either troubleshoot issues as they arise or escalate to higher level. Ability to train others. Ability to build effective relationships within the organization.
Minimum Qualifications:
Education and Experience
  • Bachelor's Degree in Finance, Accounting, or related field (Additional years of experience may be considered as a substitute for the required degree on an exceptional basis, with a minimum of seven (7) years of professional related experience); and Three (3) years of professional related experience. May have some project management or leadership experience. Licensures and Certifications

  • Master's Degree in Finance, Accounting, or related field with 5 years' of financial experience.

Lifting Requirements:
Sedentary work : Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
Work Schedule:
This position follows the City's hybrid work schedule policy as assigned by the Department of Human Resources Commissioner and requires in-person work at City worksites/facilities at least four (4) days per week, with the option to work remotely one (1) day per week, based on eligibility, departmental needs, and supervisor approval. The hybrid work schedule is subject to change at any time to five (5) days in-person work. Essential Duties and Responsibilities:
These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. Develops, interprets, and implements financial concepts for planning and controlling Fleet operations and expenditures. Performs technical analysis to determine present and future financial performance, including fuel, parts, maintenance, and service‑related costs. Gathers, analyzes, prepares, and summarizes recommendations for financial plans, trended future requirements, and operating forecasts specific to Fleet activities. Performs economic research and studies in areas such as rates of return, depreciation of Fleet assets, working capital requirements, investment opportunities, and the impact of regulatory or operational requirements. Carries out assignments that are typically straightforward in nature. Collaborates with senior peers on Fleet‑related financial projects and initiatives. Selects from multiple procedures and methods to accomplish tasks. Applies organizational and departmental policies. Routinely provides work group leadership, guidance, and/or training to less experienced staff. Serves as a technical resource or mentor to other employees. Coordinates with program analysts, Fleet service providers, and City departments to ensure efficient and effective financial management of Fleet programs. Assists in the preparation and review of legislation related to Fleet operations, procurement, and asset management. Participates in onsite monitoring and desk audits, performs monthly reconciliations, and analyzes expenditure activity for Fleet programs. Maintains current training and development on applicable systems and tools used by the City to conduct financial and operational management, including Oracle, Microsoft 365, and Fleet‑specific platforms. Monitors contracts' financial performance, including burn rate and service utilization, to ensure compliance with contract terms; immediately notifies relevant managers of any deviations or risks to performance. Supports Fleet in tracking receipts of goods and services, coordinating with shops to ensure timely processing and accurate financial closeout. May lead or instruct less experienced workers in high‑level or technical tasks. May perform other duties as assigned.
