This position can be located in either the Aberdeen, MD area or the Ft. Belvoir, VA area. The Principal Analyst will provide senior subject-matter expertise and advisory support for financial execution, strategic planning, programming, budgeting, and resource allocation. The position will review complex financial and programmatic products and advise Government leadership on funding alignment, risk, and long-range planning. Responsibilities Advise Government leaders on financial execution, multiyear planning, appropriations, and resource-allocation matters. Review complex financial analyses, budget submissions, congressional exhibits, and executive-level briefing materials. Assess the alignment of planned activities and funding with mission requirements and Army priorities. Support strategic and business planning for applied research, technology development, component development, and manufacturing technology activities. Provide subject-matter review of POM and BES materials. Evaluate RDTE program requirements, funding profiles, program descriptions, and budget justifications. Identify financial, schedule, execution, and programmatic risks and recommend corrective actions. Provide guidance to financial and program analysts on difficult or unusual requirements. Ensure financial and programmatic products are accurate, supportable, consistent, and suitable for senior-level review. Coordinate with divisions, resource managers, program personnel, and senior leadership. Qualifications Twenty-five or more years of relevant financial management, budget, strategic planning, program analysis, or resource-management experience. Extensive knowledge of Government budgeting, appropriations, financial execution, and long-range planning. Demonstrated experience advising senior leaders on complex financial or programmatic matters. Strong analytical, problem-solving, writing, briefing, and quality-review skills. Ability to synthesize complex financial and technical information into actionable recommendations. Proficiency with Microsoft Office applications. Ability to work on-site and interact effectively with senior Government leaders. Preferred Qualifications Experience supporting Army or DoD research, development, test, and evaluation programs. Knowledge of POM, BES, President's Budget, congressional budget exhibits, and RDTE appropriations. Familiarity with Army financial and planning systems.
