FINANCIAL MANAGEMENT ANALYST

STRATEGIC SYSTEMS PROGRAMS
(SSP) Summary This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. You will develop, determine and interpret budgetary policies and practices. You will analyze and recommend costs and benefits of alternative methods of financial management of the organization's programs and administrative operations. You will implement legal and regulatory controls over approved budgets and provide advice on methods of acquisition and use of funds to support organization. Requirements Conditions of employment Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. Males born after 12-31-59 must be registered for Selective Service. This is a bargaining unit position. You will be required to obtain and maintain a current valid United States driver's license. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26 This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications GS -09 : Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Utilizing budget formulation and execution by compiling financial data, reviewing funding requests, and tracking obligations and expenditures using established procedures to support accurate budget estimates and proper use of authorized funds. GS-11: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing financial management work utilizing financial management systems to budget and execute funding in accordance with regulations (Examples of work performed may include generating funding documents, reviewing and approving procurement actions in accordance with regulations, generating budgets and related execution plans, and/or providing management funds status updates and recommendations) Additional qualification information can be found from the following Office of Personnel Management website: Financial Administration and Program Series 0501 Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education For GS-09 : Education may be substituted for specialized experience as follows: Successful completion of a master's or equivalent graduate degree OR Successful completion of two full years of progressively higher level graduate education leading to a master's degree OR LL.B. or J.D., if related to the position being filled : https://www.usajobs.gov/Help/working-in-government/unique-hiring-paths/students/federal-occupations-by-college-major/ OR A combination of experience and graduate education as described above that equates to one year of experience.
