The Legacy VISN 8 Network Office - Finance Program is recruiting to fill a Management & Program Analyst (Managerial Cost Accounting/Decision Support System) vacancy. The Management & Program Analyst provides objectively based information and support for decision making on the administrative and programmatic aspects of medical center operations and management.
Qualifications:

Time-In-Grade Requirement :
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Gather, extract and audit data to produce reports utilizing a variety of computer systems such as VistA, Microsoft Office (Access, Excel and Advanced Excel formulas, PowerPoint, Word), Analyze and measure the effectiveness, efficiency, and productivity of medical center healthcare programs using knowledge of the mission, organization, and operations of VISN 8 facilities, Interpret, adapt, and apply guidelines to resolve gaps in specificity or conflicts in guidelines.

Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed one (1) full year of graduate level education that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.

Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelor's degree may be used to qualify applicants for the GS-07 level.

Specialized Experience Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Research technical processing guidelines, support labor mapping, task analysis and job structuring, and determine staff to workload ratios impacting productivity using knowledge of the theory and principles of organizational management, Pull reports containing calculations of means, modes, standard deviations, or similar statistical measures to conduct analysis in productivity, outliers and data integrity issues, Graph findings and recommendations, and flowchart work processes for corrective actions to improve data integrity, Prepare and deliver briefings or educational training to managers on study findings and recommendations.
OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two (2) years of progressively higher-level graduate education, or masters or equivalent graduate degree, or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first year (18 semester hours) of graduate school may be used to qualify applicants for the GS-09 level. GS-11
Specialized Experience Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Perform detailed analysis of technical information by identifying, quantifying, and evaluation the mutual effects and interrelationships between program goals and accomplishments of both financial and strategic objectives and plans; Prepare, analyze, and report on data in relation to the national managerial cost accounting system using knowledge of accounting theories, techniques, methods, and experience using accounting systems such as VHA financial management systems payroll systems, health administration systems and clinical software packages.
OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
