The Finance Department is actively seeking a Manager of Accounting Services - Funding Accounting. This position reports to the City Comptroller and is responsible for assuring the accuracy of the General Ledger and coordinating between the General Fund, Internal Service, Grants, Enterprise and Capital Asset supervisors to collaborate with the appropriate Accounting staff.
Primary responsibilities include the following:
Coordinates and oversees all Annual Comprehensive Financial Report deliverables for Fund Accounting, ensuring the accuracy, completeness, and strategic presentation of year-end financial information, and provides executive-level review while collaborating with auditors, department heads, and financial leadership to ensure compliance and timely publication. Manages, reviews, and approves all daily ledger and subledger entries within the City's financial system, and establishes and enforces stringent controls for transaction recording, account classification, reconciliations, and reporting. Ensures that all financial statements reflect accurate, GAAP- and GASB-compliant balances across all fund types. Leads the interpretation, communication, and implementation of changes to accounting standards, laws, regulations, policies, and procedures. Advises executive leadership on impacts to financial operations and initiates strategic modifications to maintain compliance and operational efficiency. Manages cross-functional accounting projects with a focus on timeliness, effectiveness, quality, and fiscal discipline. Oversees system upgrades, process improvements, internal control enhancements, and enterprise-wide accounting initiatives. Performs high-level research, analysis, and interpretation of accounting pronouncements, regulatory updates, organizational policies, and complex financial issues; translates technical guidance into practical operational directives and ensures consistent application across all funds. Oversees strict adherence to deadlines for monthly closings, payroll cycles, performance management systems, grant reporting, account reconciliations, and year-end financial preparations, and implements advanced close-the-books strategies to reduce closing time while increasing accuracy and transparency. Schedules, assigns, and evaluates the work of the Fund Accounting and general ledger teams; establishes performance expectations, monitors productivity, and ensures the delivery of high-quality financial work products. Communicates clear direction and financial strategy to staff, departmental partners, and leadership; drives a results-oriented culture and leads organizational change initiatives to strengthen accounting operations, increase automation, and improve financial reporting outcomes. Assigns responsibility, enforces accountability, and takes corrective action when needed. Demonstrates decisive leadership in evaluating, developing, and motivating employees, and builds a high-performing accounting team through coaching, mentorship, succession planning, and professional development. Provides expert guidance on fund structure, chart of accounts integrity, internal controls, and financial policy alignment. Ensures the city's entire accounting framework remains stable, consistent, and adaptable to regulatory and operational changes. Oversees citywide fund reconciliations, ensuring interfund balances, grant activity, capital asset entries, enterprise fund operations, and internal service fund transactions properly integrate into the general ledger and financial reports. Serves as the primary liaison between Accounting, Budget, Treasury, Grants Management, and external auditors; ensures transparency, strengthens audit readiness, and leads corrective action planning for audit findings. Champions the use of data analytics, financial dashboards, and reporting automation to elevate accuracy, efficiency, and strategic decision-making across all fund accounting operations. Performs other duties as assigned. Bachelor's degree in Accounting, Finance, or a related field; A minimum of five (5) years of progressively responsible professional experience in governmental or complex fund accounting, including responsibility for general ledger oversight. Experience must include a minimum of five (5) years in supervisory or management role directing accounting staff, operations, and financial reporting activities. Preferred Master's degree, CPA, CPFO certification, CGFO, or CGFM certification strongly preferred. Demonstrated mastery of GAAP, GASB, and governmental regulatory reporting standards. Proven experience managing year-end close cycles, ACFR preparation, and audit coordination. Experience overseeing financial operations within a modern ERP system, ensuring accurate general ledger configuration, data integrity, and efficient workflow management. Advanced Excel skills, including data analysis, complex functions, and pivot-based reporting to support high-level financial decision-making.
