POSITION SUMMARY
The incumbent in this position is responsible for supervising the Finance Department, maintaining the general ledger and preparing various financial and accounting reports according to generally accepted accounting principles, practices and procedures. Work is performed in an office environment. Physical demands include intermittent sitting, standing, stooping, walking, bending, stretching, and lifting of objects weighing up to 25 pounds
NATURE AND SCOPE
This position reports to the Deputy Director of Financial Services. The incumbent in the position coordinates and manages the activities of the Finance Department, prepares accounting reports in accordance with Generally Accepted Accounting Principles, and coordinates all processes associated with the preparation of year-end financial statements and note disclosures.
PRINCIPAL ACCOUNTABILITIES
Supervises operations within the Finance Department, including accounts payable, revenue accounting, payroll, project accounting, bank/investment accounts, general ledger, external auditing, and year-end financial statement preparation. Maintains current and accurate balance of general ledger, analyzes accounts for nature and accuracy of transactions, and prepares journal entries. Ensures compliance with federal and state regulations, including all applicable statements issued by the Governmental Accounting Standards Board. Maintains, monitors and reconciles all bank accounts of the Board of Commissioners. Monitors, reconciles and prepares transactions relating to interfund receivables and payables. Coordinates requirements of annual financial audit, including fiscal year end transactions, analyses, reports and financial statements with associated note disclosures. Assists internal and external auditors by providing data needed to complete audits. Assists in preparation of the Comprehensive Annual Financial Report. Provides technical accounting assistance to other departments and proposes improvements to financial management procedures and operations. Supervises the preparation of 1099 and W2 informational returns. Prepares financial analysis for special projects as needed. Provides financial oversight for County Authorities. Performs other related duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of generally accepted accounting principles, practices and procedures. Knowledge of county, state and federal laws, rules and regulations governing accounting activities of county government. Ability to prepare and interpret accounting and financial reports and statements. Ability to organize, analyze, prepare, and interpret financial information. Ability to plan and execute accounting data under minimal supervision. Ability to deal tactfully, effectively and equitably with internal and external customers and general public. Ability to communicate effectively, both orally and in writing. Ability to attend meetings or perform other assignments at locations outside the office. Skill in using various computer software and hardware applications for manipulation of accounting information.
DESIRABLE TRAINING AND EXPERIENCE
Bachelor's degree in accounting, public administration, business administration or a related field required and a minimum of two to five years government accounting experience, or an equivalent combination of education and experience. Excellent writing, communication and organizational skills are necessary. Experience in use of various accounting, data base and word processing computer programs is required. A combination of education and/or work experience may be substituted for minimum requirements.
