This position is expected to be located in Linthicum Heights, Maryland. We estimate the award will be made in April 2027. The finance lead will analyze budget execution and develop PPBE planning products, resource forecasts, and financial reports for DC3 programs.
Clearance Required:
TS/SCI REQUIRED QUALIFICATIONS
- Bachelor's degree and 10+ years relevant experience in the areas listed below, Master's degree and 8+ years relevant experience in the areas listed below, or PhD 5+ years relevant experience in the areas listed below.
- Demonstrated ability to conduct comprehensive budget and data analysis to inform financial planning and execution.
- Leveraged extensive experience with manpower and budgetary databases, including the Automated Budget Interactive Data Environmental System (ABIDES), interlink Resource Management Information System (iRMIS), and the Program Budget Execution System (PBES), to manage and report on financial resources.
- Applied deep knowledge of the Planning, Programming, Budgeting & Execution (PPBE) process to guide financial decision-making and resource allocation.
- Proven success in proactively managing tasks and collaborating effectively with stakeholders at all organizational levels to achieve strategic objectives.
- Exceptional organizational and interpersonal skills, evidenced by the ability to effectively communicate complex information and build consensus in both written and oral forums.
- Strong oral and written communication skills in English.
- Proficiency in Microsoft Office applications, including Word, PowerPoint, Excel, Teams, and SharePoint.
- Willingness to sign a Letter of Intent for this contingent proposal hire.
DESIRED QUALIFICATIONS
- Experience supporting a DoD cyber, intelligence, or forensic mission budget.
- Experience preparing audit-ready budget narratives and multi-year resource scenarios.
KEY RESPONSIBILITIES
- Produce budget execution analytics (obligations vs. plan, burn rates, anomalies)
- Maintain financial data matrices, mapping manpower, procurement, Research, Development, Test, and Evaluation (RDT&E), and Operations and Maintenance (O&M) lines.
- Maintain traceability between program requirements, funding lines, and appropriation categories, providing a consistent framework for Government decision-making.
- Prepare draft inputs for Program Objective Memorandum (POM) documentation, Future Years Defense Program (FYDP) change analysis, and Unfunded Requirements (UFR) documentation.
- Create five-year resource projection models based on Government parameters. These models shall be presented by January 31 of each year (Section 4, Deliverable 9).
- Analyze appropriation guidance to identify constraints and produce resource shortfall quantification tables and potential offset strategies.
The Contractor shall use this information to produce a Funding Impact Assessment describing operational/timing implications.

COMPENSATION & BENEFITS
The Salary for this contingent hire position is $150,000 to $170,000 based on experience and includes medical/dental/vision benefits, 10 days PTO and 7 days sick time; other benefits available.
