FINANCE MANAGER JOB DESCRIPTION
Position Summary Located in scenic rural Western Pennsylvania, Armstrong County Community Action Partnership (ACCAP) is a respected 501(c)(3) nonprofit organization established in 1965 and one of the region's leading providers of comprehensive human services. Guided by its mission, "We empower individuals and families in Armstrong County and surrounding areas through resource mobilization, sustainable solutions, and support, thus fostering self-sufficiency and community strength," ACCAP is seeking a knowledgeable, detail-oriented, and collaborative Finance Manager to support the organization's financial operations and long-term sustainability. Reporting to the Executive Director, the Finance Manager is responsible for the day-to-day management of ACCAP's fiscal operations, including accounting, financial reporting, budgeting, grant and fund accounting, internal controls, cash management, and audit preparation. The Finance Manager works closely with the Executive Director, Program Directors, fiscal staff, and funding partners to ensure accurate financial information, responsible stewardship of resources, and compliance with applicable requirements.   • Manage the day-to-day functions of ACCAP's fiscal operations and provide guidance and support to fiscal staff.
  • Maintain the general ledger, prepare and review journal entries, complete bank reconciliations, and ensure financial records are accurate and current.
  • Prepare monthly financial reports for the Executive Director, Board of Directors, Program Directors, and other appropriate stakeholders.
  • Monitor program expenses, cash flow, and financial activity and work with Program Directors to address budget or fiscal matters.
  • Prepare, review, and submit cash requests, invoices, and other financial documentation required by funding sources and contractual obligations. Budgeting, Grants & Compliance
  • Assist the Executive Director and Program Directors with the preparation of organizational and program budgets, budget revisions, and ongoing financial monitoring.
  • Support nonprofit fund accounting, including restricted and unrestricted funds, grant requirements, and appropriate allocation of program resources.
  • Ensure financial reports and submissions to federal, state, local, and other funding sources are accurate, complete, and submitted timely.
  • Maintain ACCAP's financial policies and procedures and help ensure appropriate internal controls are consistently followed.
  • Support the preparation and maintenance of financial information associated with contracts, grants, and other agency obligations. Audit & Financial Reporting
  • Coordinate and support the annual financial audit, including preparation of work papers, trial balances, schedules of federal awards, and other required documentation.
  • Assist with responses to audit findings or recommendations and support implementation of appropriate corrective actions.
  • Provide timely and accurate financial information to the Executive Director and assist with preparation of financial information presented to the Board of Directors. Ideal Characteristics

  • Bachelor's degree in accounting, finance, business administration, or a related field preferred; equivalent relevant education and experience will be considered.
  • Relevant experience in accounting, finance, budgeting, or financial management; nonprofit or grant-funded experience is preferred.
  • Working knowledge of general accounting functions, financial reporting, reconciliations, budgeting, and internal controls.
  • Experience with nonprofit fund accounting, restricted and unrestricted funds, or grant compliance is preferred.
  • Proficiency with financial software and Microsoft Excel preferred; experience with Horizon is a plus.
  • Strong organizational, analytical, communication, and interpersonal skills.
