Job Title:
Manager, Building Fund Finance Qualifications :
Bachelor's degree in accounting, business or related finance field; Minimum five years of experience in governmental accounting; Strong written and oral communication skills; Ability to work with people at all levels to solve problems; Excellent organizational skills; Computer experience with financial systems, WORD and Excel; Meticulous attention to detail and commitment to task completion; Self-starter able to function independently yet supports a team effort.
Reports To :
Position is directly responsible to the Director of Business Services.
Supervises:
Construction Analyst Job Goal :
Under limited supervision, oversee the financial management and accountability of a multi-year Long-Range Facility Plan exceeding $1.9 billion. Ensure precise project accounting, budget oversight, and financial reporting while maintaining compliance with regulatory requirements. Provide strategic financial analysis, monitor expenditures, and support informed decision-making to ensure the efficient, transparent, and effective use of funds in alignment with organizational goals.
Performance Responsibilities :
1. Manage all projects on the approved Long-Range Facility Plan; 2. Prepare annual budget and budget updates to present to the administration; 3. Manage individual project budgets in financial system; 4. Review and approve requisitions, invoices, change orders, budget adjustments and journal entries for capital projects; 5. Assign and maintain project numbers and accounts numbers in financial system; 6. Review monthly financial statements and Board reports for capital projects; 7. Prepare reports and review budgets, commitments and actual expenditures, with the Executive Director of Facilities; 8. Prepare project detail reports for Project Managers; 9. Review and approve bank reconciliations for BEST Debt Service and Debt Service accounts; 10. Facilitate Maintenance and Security department funding requests 11. Monitor and track the use of bond proceeds and ensure compliance with arbitrage rebate regulations; 12. Create and maintain funding schedule for all major projects; 13. Review Furniture Replacement, Minor Improvements and Miscellaneous Equipment report; 14. Review Procurement Card purchases and approve in Works system; 15. Review and maintain matching funds spreadsheet; 16. Coordinate, prepare and provide information to the external auditors; 17. Review and approve open purchase orders to carry forward in the financial system; 18. Review at year-end - all capital expenditures and determine which assets are to be capitalized and run ERP reports to bring over those capital items into Asset Management; 19. Prepare Construction in Progress for fiscal year end; 20. Prepare the Long-Range Facilities Plan/Capital Improvement Program 21. Perform other duties as assigned by the immediate supervisor.
Terms of Employment:
Twelve Months with salary in Group H, Administrative/Supervisory Salary Schedule.
