Nature and Scope Work is typically performed independently with supervision from an administrative or technical supervisor. Work includes the analysis, verification and reconciliation of invoices, vouchers, payment requests, payroll documents, contracts, federal grants, and all other financial transactions from the campuses, vendors, suppliers, contractors, etc. for verification and processing for payment from State, College, and Federal funds. Transactions are analyzed for compliance with various laws, rules, regulations and procedures; accuracy and completeness of data entry and hard copy, proper appropriation source to ensure legality of coding and required authorization level. A significant portion of the work is the resolution of discrepancies and errors and providing advice and counsel to campus staff, including researching and retrieving information, assisting with problems, and reconciling differences. The work performed augments and serves as an ancillary check and balance system in concert with First State Financials. Principal Accountabilities An incumbent may perform any combination of the below listed accountabilities: 1. Oversees financial transactions ensuring timely, accurate, and efficient processing, coding, and reconciliation of collegewide financial transactions in compliance with State and Federal regulations. 2. Ensures compliance and accuracy by reviewing and approving financial transactions, verifying adherence to accounting policies, procedures, and regulatory guidelines. 3. Provides guidance and technical support to campus staff, resolving discrepancies and preventing processing delays. 4. Perform audits of financial records and assist with external and internal audit processes to ensure proper use of state and federal funds. 5. Evaluates departmental fiscal procedures and recommend policy or process improvements to administrative leadership. 6. Maintain organized and accurate records, files, and contracts for use in audits, reconciliations, and financial reporting. 7. Reconcile activity in First State Financials ( FSF ) and related systems, resolving variances and ensuring data accuracy. 8. Assist in the creation and delivery of the annual College Fiscal Workshop and other training opportunities. 9. Investigate and resolve complex financial problems, applying sound judgment and accounting principles. 10. Uphold and strengthen internal financial controls, utilizing commercial and proprietary systems for financial analysis and reporting. 11. Delivers excellent customer service to internal and external customers and the public in person, electronically, or by written communication. Communicates and interacts effectively with people across cultures, ranges of ability, genders, ethnicities, ages, and races. 12. Perform other duties as required. Knowledge Skills and Abilities Knowledge of accounting principles and standards, including GAAP and governmental accounting practices. Knowledge of applicable laws, regulations, policies, and best practices in fiscal operations, including grants and contracts. Knowledge in budget planning, fiscal forecasting, and cost/trend analysis to make data-driven recommendations. Knowledge of mandated reporting requirements for grants, contracts, special funds, and revenue sources. Knowledge of the State's budget development and planning processes. Skilled in evaluating the impact of new or revised policies and regulations on financial operations. Skilled setting unit goals, monitoring performance standards, and leading implementation of strategic initiatives. Skilled in researching and analyzing accounting data to reconcile discrepancies and ensure accuracy. Skilled in using financial software, spreadsheets, and automated systems to review, analyze, and report financial data. Skilled in compiling and interpreting financial reports that support compliance, transparency, and strategic decision-making. Skilled analytical skills to identify discrepancies, resolve issues, and apply effective internal controls. Ability to evaluate and improve financial processes, policies, and procedures to enhance efficiency and compliance. Ability to manage multiple priorities, meet deadlines, and maintain high-quality performance under pressure. Ability to effectively communicate and relate to a diverse population in a multicultural environment. Minimum Qualifications Associate degree in a relevant field and four (4) years of accounting experience to include experience in the interpretation and application of federal and state laws, rules, and regulations; or other equivalent combination of education and experience.
