Posting Details The Aging and Long-Term Services Department (ALTSD) serves adults with disabilities and adults over the age of 60 across New Mexico, providing a range of services to support their independence and well-being. Within ALTSD, the Capital Outlay Bureau is responsible for managing the annual process of receiving, reviewing, and prioritizing capital outlay project applications from senior centers statewide. The Bureau oversees the distribution of appropriated funds, monitors project progress to ensure timely completion, and ensures accurate reporting to the Department of Finance. Interviews are expected to be conducted within two weeks of closing date.

This position is responsible for managing and overseeing up to 100 multi-year senior center capital outlay projects at any given time. Responsibilities include executing grant agreements, reviewing estimates and invoices to ensure accurate and timely submission of requests, and monitoring project progress and expenditure of funds. The position also coordinates quarterly meetings with grantees, including one in-person meeting annually and the remaining meetings conducted via Teams. In addition, this position works closely with the bureau chief to support internal coordination, project tracking, and overall program oversight. How does it get done? This position is responsible for managing and overseeing a portfolio of multi-year senior center capital outlay projects. Key responsibilities include executing grant agreements in a timely manner following legislative appropriation, ensuring funding is properly available and allocated, and verifying that grantees understand project requirements such as spend-down expectations and completion thresholds. The position also ensures that required Notices of Obligation are submitted prior to payment processing, reviews and processes pay requests, and maintains accurate project tracking to monitor status, deadlines, and overall progress. In addition, this position provides technical assistance and outreach to grantees throughout the life of the project, including support with ALTSD's annual capital outlay application process. The position coordinates regular communication with grantees through quarterly meetings, including one in-person meeting annually and additional meetings conducted via Teams, and communicates important project updates, deadlines, and requirements. This role also works closely with the bureau chief and internal staff to support compliance, resolve issues, and help ensure successful project completion. Who are the customers? This position serves local governments, including municipalities, villages, counties, nations, tribes, and pueblos, as well as their respective senior centers. The work supports senior centers in providing essential services and improving facilities through assistance with code compliance, vehicles, building improvements, meals equipment, and other eligible capital outlay projects identified through ALTSD's funding process. Ideal Candidate This position serves local governments, including municipalities, villages, counties, nations, tribes, and pueblos, as well as their respective senior centers. The work supports senior centers in providing essential services and improving facilities through assistance with code compliance, vehicles, building improvements, meals equipment, and other eligible capital outlay projects identified through ALTSD's funding process. Minimum Qualification Bachelor's degree in finance, accounting, economics, or business administration and four (4) years of directly related experience in budgeting, accounting, and/or auditing. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience. For use at the State Investment Council only: any budgeting, accounting, and/or auditing experience is acceptable. Employment Requirements Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within 90 days of employment. Working Conditions Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Some travel is required as on-site assistance to grantees is the most effective.
