Ensure:
Compliance of federal grants for the Medicare, Medicaid and Children's Health Insurance Program (CHIP); Federal expenditures are fully reimbursed, and federal funding is fully utilized; Federal expenditures and revenues are reported and reconciled accordingly. How does it get done? The Financial Analysis Specialist is responsible for: Timely and accurate submission of weekly draw downs and federal reports on a quarterly basis; Reconciling expenditures and revenues in SHARE accounting system to various federal payment systems; Preparing well-documented work papers for review internally by Grants Management Bureau (GMB), Medical Assistance Division (MAD) and external Federal partner Centers for Medicare and Medicaid Services (CMS); Assisting internal and external personnel by responding to questions and issues. Who are the customers? Citizens of New Mexico; All Health Care Authority (HCA) Divisions; Federal partners. Ideal Candidate Citizens of New Mexico; All Health Care Authority (HCA) Divisions; Federal partners. Minimum Qualification Bachelor's degree in finance, accounting, economics, or business administration and four (4) years of directly related experience in budgeting, accounting, and/or auditing. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience. For use at the State Investment Council only: any budgeting, accounting, and/or auditing experience is acceptable. Employment Requirements Must possess and maintain a valid Driver's License. Must obtain a Defensive Driving certification. Working Conditions Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
