Accounting / Project Accounting Lead / Facility Startup Support
OVERVIEW
For nearly 70 years the company has built its reputation — and it's now entering an exciting new chapter, expanding manufacturing operations into Texas with a brand-new facility. The Special Program Accounting Lead will own full-spectrum accounting, financial oversight, and project-based financial management for this high-visibility program with a large, complex budget: day-to-day financial operations, program-specific controls, funding and disbursements, and reporting to executive leadership and program management — serving as the financial point of contact for internal stakeholders and external partners. This role blends traditional accounting with specialized project accounting for a large, multi-year initiative, and calls for a seasoned professional who can operate in a dynamic environment while keeping financial tracking accurate, compliance tight, costs controlled, and reporting on time. Beyond the numbers, this person will be the company's local presence as it establishes Texas operations — a proactive, resourceful, organized self-starter, comfortable working independently and quick to spot and address local financial, administrative, and operational needs. The role supports the new facility through planning, construction, startup, and operational development, with responsibilities evolving as the Texas operation grows. The position may initially be based out of temporary offices until the new facility is ready for occupancy.
PRIMARY RESPONSIBILITIES
Program Financial Management Own full-lifecycle financial oversight of the program: budget planning, tracking, forecasting, and variance analysis. Manage funding sources, capital allocations, burn-rate monitoring, and fund-utilization schedules. Coordinate and validate disbursements, vendor invoicing, and milestone-based payments. Develop and maintain program-specific financial controls, documentation, and audit trails. Partner with program management, operations, supply chain, and leadership to align financial decisions with strategic objectives. Monitor financial commitments and expenditures tied to developing and starting up the Texas operation. Project Accounting & Cost Tracking Maintain detailed project accounting records — cost codes, WBS financials, cost-category reporting, and capitalization rules. Track labor, materials, travel, subcontractor spending, construction expenses, equipment purchases, and other program expenditures. Support performance measurement techniques used by the program. Contribute to monthly program financial close and reporting packages. Track and reconcile costs for the construction, development, equipping, and startup of the new facility. Help leadership distinguish capital expenditures, startup costs, operating expenses, and other project-related activity. Sales, Billing & Customer Financial Interfaces Manage billing cycles for government or commercial customers tied to program milestones, deliverables, or cost-reimbursement structures. Use platforms such as WAWF (Wide Area Workflow) for government invoicing when applicable. Prepare accurate proforma and final invoices. Coordinate collections and accounts-receivable activity for program billing. Conduct credit assessments and manage deposit activity tied to program contracts. Assist with customer financial documentation and reporting requirements. Accounts Payable & Vendor Management Coordinate AP processing for program purchases, expense reports, construction costs, equipment, and vendor invoices. Support procurement and contracting teams by verifying financial compliance with program requirements. Review invoices against purchase orders, contracts, milestones, and supporting documentation. Prepare and execute ACH and wire-payment files for approved disbursements. Maintain petty cash or program-specific funds where required. Support the establishment and administration of local vendors and service providers for the Texas operation. General Ledger & Internal Reporting Record program-related general-ledger activity — journal entries, accruals, and reclasses. Support consolidated reporting to parent company or corporate finance. Prepare monthly, quarterly, and annual program financial statements, plus executive-level briefings. Keep management informed on program spending, facility-development costs, commitments, forecasts, and variances. Support internal and external audits associated with program financial activity. Help establish accounting processes, cost centers, reporting structures, and controls for the new Texas operation. Compliance, Risk & Financial Controls Support internal-control frameworks, risk management, and compliance with government-contracting requirements when applicable. Coordinate tax matters for program activities, including sales, property, use, and other jurisdictional tax requirements. Assist with documentation and compliance for economic-development agreements, incentive programs, tax abatements, and grants. Maintain records sufficient to support audits, government reviews, contractual requirements, and management reporting. Help establish segregation of duties, approval processes, and financial controls as the new operation develops. Asset, Inventory & Program Resources Conduct periodic inventory counts and reconciliation for program assets and equipment. Track capital expenditures and manage fixed-asset accounting and depreciation schedules for program infrastructure. Maintain financial records for machinery, manufacturing equipment, office equipment, and other assets acquired for the new operation. Assist with documentation for equipment incentives, tax exemptions, government programs, audits, and other compliance requirements. Support asset tagging, capitalization, transfer, and reconciliation as equipment is received and placed into service. Texas Facility Development & Boots-on-the-Ground Support Beyond core accounting duties, this person will be a key local resource as the company expands into Texas and builds its new facility, including: Serving as a local company representative and dependable local presence for leadership during facility development. Supporting financial, administrative, and operational activities tied to establishing the Texas operation. Identifying local issues or needs and ensuring they're communicated, coordinated, and followed through to resolution. Coordinating locally with contractors, vendors, utilities, service providers, financial institutions, government entities, economic-development organizations, and other partners. Maintaining organized records for facility-development expenditures, contracts, invoices, equipment purchases, deposits, and financial commitments. Tracking construction and facility-development budgets against approved spending. Supporting documentation and reporting for economic-development incentives, grants, tax abatements, and equipment programs. Coordinating information and documentation requested by leadership, corporate representatives, auditors, lenders, economic-development organizations, or government agencies. Providing administrative support to help prepare the new facility for operations. Helping leadership move issues or projects forward through local, in-state follow-up. Building and maintaining productive relationships with local vendors, contractors, and service providers. Helping establish accounting and administrative processes so systems, controls, records, and procedures are in place before full operations begin. Supporting the transition of appropriate accounting and administrative responsibilities to the Texas operation as the business grows. Taking ownership of emerging local needs and helping coordinate resources proactively, rather than waiting on detailed direction. Facility Startup & Operational Transition As construction and startup activities progress, the role is expected to grow with the operation.
Responsibilities may expand to include:
Supporting development of local administrative procedures and workflows. Coordinating onboarding-related administrative and accounting activities as the workforce grows. Assisting management with local vendor, utility, service, purchasing, banking, and financial relationships. Supporting the transition from construction and startup activities to normal manufacturing operations. Helping coordinate records and documentation between the Texas operation, existing company operations, and corporate resources. Acting as a local point of contact for matters requiring timely follow-up or an in-person presence. Identifying local administrative, financial, or operational needs and bringing them to management's attention. Helping management coordinate local priorities when leadership is not physically present. Supporting special projects and other requirements associated with launching and growing the new manufacturing operation. This role is intended to become an integral part of the Texas operation, growing in responsibility as the facility progresses from development and construction into full manufacturing operations.
EDUCATION & EXPERIENCE
Bachelor's degree in Accounting, Finance, or a related field; CPA or CMA preferred. Minimum of 7+ years of professional accounting experience required; 5+ years considered. Experience in project accounting, program finance, government contracting, or large-budget program support strongly preferred. Experience supporting a facility startup, major capital project, construction project, manufacturing environment, or expanding business operation is highly desirable. Proficiency with QuickBooks, ERP systems, or program-accounting software. Strong proficiency with Microsoft Excel and financial-reporting tools. Experience working independently in an evolving or developing business environment strongly preferred.

Pay:
$95,000.00 - $120,000.00 per year
