Job Description
The Division of Administration/Office of Risk Management has a vacancy. ORM is the Division of Administration ancillary agency that administers the comprehensive risk management program for the State of Louisiana and is solely responsible for managing all state insurance coverage, both purchased and self-insured, for workers' compensation, property, and casualty exposures. ORM is also responsible for managing all tort claims made against the State or its agencies. At the designation of the Commissioner of Administration, ORM also serves as the State of Louisiana public facilities sub-recipient representative for Federal Emergency Management (FEMA) Agency Public Assistance (PA) Grants under Subpart G, Title 44 Code of Federal Regulations.

The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following: Overseeing the state's capital construction program Working to provide state and federal grants for community development Development of the state budget Providing technology services Giving agencies guidance in the state purchasing and contracting process as they seek goods and services Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes Three years of experience in insurance underwriting or claims processing, insurance administration, policy development, finance or financial auditing, statistical analysis, risk management, risk analysis, insurance marketing, or loss prevention; OR Six years of full-time work experience in any field; OR A bachelor's degree.EXPERIENCE SUBSTITUTION
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. - Must possess project management skills, advanced knowledge of property and casualty underwriting analysis techniques, and general knowledge of state procedures and policies; and must exercise independent judgment and sound decision-making skills in performing duties
- Prepare, renew, and update the self-insurance coverage document for those assigned lines of coverage annually. Obtain, review, request revisions to, and renew the commercial insurance policies annually.
- Work collaboratively with the Broker of Record to provide exposure data, reports, coverage terms, and limits, and set coverage expectations, so the State's exposures can be marketed appropriately to various domestic and international carriers to achieve the most comprehensive and cost-effective coverage.
- Analyze and interpret insurance language for those assigned lines of coverage.
- Review agency contracts and requests for proof of coverage and issue certificates of insurance as appropriate.
- Engage in joint projects with the loss prevention unit, coordinating the activities of co-workers, TPA, and Broker of Record as needed, to address and resolve employee safety and property asset management issues at specific agencies that have produced or could result in personal injury and/or property damage claims.
- Assist the State Risk Administrator and Manager to compose and implement contract management plans, outlining ORM's administration, support, monitoring and evaluation of the TPA contracted services
- Prepare and mail out bi-annual exposure information requests to state agencies and collect and review the agency exposure information when returned to ORM.
- Provide information to the Underwriting Manager to use in the Actuarial Consultant's development of self-insured premiums for the upcoming fiscal year and/or for forecasting future commercial premiums.
