programs. Establish deputy managers and oversee their leadership of each NOVA development effort. Ensure program requirements are met within cost and schedule baselines under the constraints of Firm Fixed Price (FFP) contracts. Interface with all other program IPTs, PSOU leadership and customer stakeholders to manage priorities and ensure smooth parallel execution across the program portfolio. Support an active risk management process that drives continuous profitability assessments Champion continuous improvement of rapid, streamlined processes for Class C ground systems development Coordinate the preparation of contract change proposals, business plans, and financial terms/ conditions across the Ground portfolio Establish milestones and monitor adherence to master plans and schedules, identifying program problems and obtaining solutions. Serve as the primary champion of ground system products, technologies and differentiators required to meet future PSOU business objectives. Provide a vision, develop plans and orchestrate their implementation.Basic Qualifications:
Bachelor's Degree in a STEM discipline from an accredited university and 10 years of experience with increasing responsibility Five (5) years of direct experience leading people, projects or programs to successful goal attainment Experience in program execution and demonstrated ability to meet program technical, cost, and schedule milestones Demonstrated ability to create trusted relationships with customers, suppliers, and internal stakeholders Demonstrated ability to lead complex programs/IPT's involving engineering, business, contracts, law, supply chain, production and mission/quality assurance disciplines Proven ability to lead a high performing team with evidence of being able to create an inclusive work environment that attracts, retains and inspires diverse and engaged teams Proven ability to deliver effective communication verbally, written, and through well-crafted presentations across all levels of an organization Demonstrated experience in complex ground system s/w development programs using proven Agile processes The candidate must have the ability to work collaboratively with PMs, IPT leads and other senior stakeholders across the PSOU program portfolio. Active Top Secret clearance at time of applicationPreferred Qualifications:
Masters in STEM discipline or MBA from an accredited university Previous experience with rapid Class C program execution processes Previous experience with ground system g4atures & functions required to fly SV constellations, including command & control, mission planning & scheduling, and mission data processing Broad technical breadth with exposure to SEI, SV, Ground, Comm Payloads and/or AI&T Experience leading day-to-day operations on complex programs, with proven collaboration and coordination skills across internal and external stakeholder organizations Experience with resource planning across multiple phases of program lifecycle and across a portfolio of similar, yet distinct programs Leadership experience in effective change management Conflict management and negotiation skills Demonstrated ability to make tough decisions Active SCI clearancePrimary Level Salary Range:
$203,900.00- $305,900.
