Position Description :
The Payroll Manager is responsible for overseeing all aspects of payroll processing and ensuring accurate and timely payment of wages to all employees in compliance with all applicable federal, state, and local regulations. This role manages a payroll team of five, maintains payroll systems, and partners with HR and Finance to ensure payroll integrity and accuracy. This position will lead payroll-related reporting and reconciliation processes including tax filings, W-2s, and year-end reports. Scope of Responsibilities Manage, organize, and control all payroll department activities to ensure company is effectively processing the bi-weekly or weekly payroll cycles within the prescribed timelines. Serve as a secondary contact to general managers and facility payroll contacts to resolve issues as needed. The Payroll Manager will supervise the payroll team, who are the day-to-day payroll contacts for the facilities, ensuring consistent procedures and high-quality output. Develop administrative policies and procedures for preparing, transmitting, and processing payroll and benefits information. Provide instruction and work with facility staff to ensure site level procedures and controls are understood and accurately followed. Monitor payroll process and develop new methods to reduce payroll errors, ensuring compliance with state / federal payroll rules and regulations. Develop effective communication system between home office and facility contacts to communicate payroll and benefit updates efficiently and effectively. Establish, manage, and maintain the electronic time keeping systems at facilities, as appropriate. Supervise the maintenance of benefit balances and accruals for vacation and sick time. Manage the vendor payroll tax filing program. Coordinate the information flow with federal, state, and local tax agencies as appropriate, and with home office accounting and facility staff. Manage additional payroll functions that may include wage garnishments, unemployment insurance, state disability insurance, workers' compensation billing/reporting, etc. Ensure new hire, benefits, compensation, and termination paperwork is efficiently processed, filed, and retained. Generate HR / Payroll reports as requested and develop the business intelligence capabilities of outsourced UKG payroll system. Administer and maintain payroll/benefits files and documentation and monitor access to ensure confidentiality. Requirements/Preferences Bachelor's degree in related field of study (finance, accounting, human resources, etc.) CPP (Certified Payroll Professional) Certification preferred. 5 years applicable Payroll/Benefits experience; 2 years in a supervisory and/or management capacity. Multi-facility, multi-state experience preferred. Strong knowledge of federal and state payroll regulations, tax laws, and reporting requirements. Strong leadership skills and experience managing a team required. Experience working in multi property environment preferred with large hourly workforce Exceptional attention to detail and strong analytical skills Ability to handle confidential information with discretion Must be able to communicate complex issues effectively to all levels in the organization.
