Roles & Responsibilities:
Plan, manage, execute and accurately complete all payroll processes required for the completion of each of the five weekly and bi-weekly payroll cycles. Ensure that all payroll processes are properly documented. Manage outbound payroll interfaces to the Data Center, Financial Institutions, Accounts Payable, General Ledger and third-party vendors. Ensure accurate reconciliation of outbound files to payroll data. Plan, test, generate and schedule the processing of special pays including Arbitration Awards, Contractual Allowances and Wage Progressions, Quarterly part-time bonus, retroactive wage rates/payments, cash-ins and other requested pays. Ensure the accuracy of earnings, taxation, deductions, and payments. Ensure timely interface of processed payroll data and accrued labor charges into General Ledger per published General Ledger Closing Schedule. Ensure proper coding of pays, taxes and deductions in accordance with NJT's Chart of Accounts. Prepare related GL account reconciliations, supporting documentation and adjusting journal entries to ensure the accuracy of business activity in NJT's financial statements. Ensure all payroll reporting and processing requirements are accurately processed and transmitted within prescribed deadlines. This includes all tax payments and filings, garnishment withholding and payments, PERS and PFRS reporting, account reconciliations, and pension calculations. Maintain and administer employee demographics and transaction information including but not limited to: leave allotment and balances, tax profile, deductions, direct deposit, as well as verification of work assignments and associated compensation per underlying Contracts and NJT's Policies. Maintain and ensure the accuracy of payroll system setup and functions including but not limited to: user variables, look-up tables, calendars, parameter sets, leave policies and profiles, pay components, elements, pay categories, point sets and various custom functions and calculations. Plan and oversee successful completion of year-end payroll processes, including timely and accurate production and issuance of W-2 forms, transmission of W-2 filings, and transmission of RRB filings, all within regulatory or stipulated deadlines. Ensure accurate rollover of leave time balances and allotments for the new calendar year. Prepare standard and ad-hoc reports and requested analytics relative to payroll activities as requested by internal and external customers. Ensure confidentiality of all demographic and pay data. Accurately maintain and secure employee files on NJT premises and timely archive historical records to off-site record retention facility. Monitor and ensure assigned staff's business and technical skills, coverage of critical payroll functions, and delivery of quality performance. Collaborate with other payroll managers to conduct routine training and knowledge transfer of processes for all payroll functions. Assume and ensure timely completion of all other duties as assigned.Education, Experience and Qualifications:
Essential:
Bachelor's degree in Accounting, Finance, Business Administration or equivalent. Two (2) years of experience may be substituted for Master's degree in Accounting or related field.Preferred:
Five (5) years of applied progressive experience in financial management with at least two (2) years of recent payroll experience preferred.Knowledge & Skills:
Essential:
Experience managing both agreement and non-agreement staff desired. Strong experience in computerized payroll systems and familiarity with the ePersonality HRMS system and Oracle Discoverer reporting tools strongly desired. Detail-oriented with exceptional organizational, communication, and interpersonal skills. Strong customer service, analytical and problem-solving skills. Excellent oral and written communication skills.
