Job Description

Description We are looking for an accomplished Payroll Manager to oversee payroll operations for a multi-state workforce in Richmond, Virginia. This position plays a central role in delivering accurate, compliant, and timely payroll while strengthening procedures that can support continued business growth. The ideal candidate combines deep payroll knowledge with strong leadership skills, sound judgment, and a practical approach to resolving complex payroll matters.
Responsibilities:
  • Direct full-cycle payroll administration for hourly and salaried employees across multiple states and business locations, ensuring each payroll is completed accurately and on schedule.
  • Examine payroll entries, approval workflows, calculations, and final registers to confirm data integrity and address discrepancies before processing is finalized.
  • Manage deductions and withholdings such as benefits, garnishments, retirement contributions, and taxes, while maintaining accurate employee payroll records and direct deposit details.
  • Lead payroll tax activities across jurisdictions, including filings, registrations, year-end reporting, and responses to notices or compliance-related issues.
  • Track changes in payroll legislation and wage requirements, applying updates to payroll practices to maintain adherence with federal, state, and local regulations.
  • Establish and refine internal controls, reconciliation procedures, audit support documentation, and standard operating guidelines to improve accuracy and consistency.
  • Act as the internal expert on payroll and timekeeping platforms by supporting configuration updates, testing system changes, troubleshooting issues, and improving usability.
  • Supervise, coach, and develop payroll team members, setting clear expectations and promoting high service standards and accountability.
  • Collaborate with Human Resources, Finance, Operations, and other stakeholders to support payroll reporting, month-end close, year-end activities, and broader operational needs. Requirements
  • 7+ years of progressive payroll experience, including hands-on responsibility for full-cycle payroll in a multi-state environment.
  • 3+ years of leadership experience managing or mentoring payroll staff.
  • Demonstrated expertise in payroll tax compliance, audits, reconciliations, and payroll operations for a multi-location organization.
  • Strong knowledge of payroll regulations, wage-and-hour requirements, and multi-state tax practices.
  • Experience working with payroll or human capital management systems; Paycom background is strongly preferred.
  • Advanced Microsoft Excel skills with the ability to analyze payroll data and produce accurate reporting.
  • Bachelor's degree in Accounting, Finance, Business, Human Resources, or a related field, or equivalent relevant experience.
  • Certified Payroll Practitioner (CPP) credential preferred.
