Summary The Senior Construction Payroll Specialist manages the complete, hands-on, end-to-end payroll cycle for a construction workforce—handling everything from daily timekeeping collection and weekly payroll runs to union/prevailing wage compliance, 401(k) administration, banking/cash reconciliations, tax filings, and year-end W-2 preparation and reporting. This is a comprehensive operational role requiring a deep understanding of construction payroll practices, applicable labor laws, tax regulations, and reporting requirements to ensure full compliance across all payroll activities. Essential Duties & Responsibilities Independently oversee end-to-end payroll processing for a high-volume workforce including hourly, salaried, and union employees. Provide expertise on applicable federal, state, and local payroll regulations, including California certified payroll requirements. Collect, review, and verify timekeeping data from multiple sources (e.g., timesheets, electronic systems). Accurately input payroll data, ensuring correct classifications, pay rates, deductions, and tax withholdings. Calculate and process prevailing wages in accordance with project requirements and certified payroll guidelines. Manage union dues, fringe benefits,401(k) contributions and other deductions in compliance with collective bargaining agreements. Generate and distribute paychecks and process direct deposits. Maintain accurate payroll records within Vista and HCSS HeavyJob systems. Serve as a subject matter expert on federal, state, and local payroll laws, including FLSA and tax regulations. Prepare and submit certified payroll reports (e.g., WH-347) for public works projects. Manage payroll tax reporting and timely remittance of federal, state, and local taxes. Process and remit 401(k) employee contributions and employer matching funds in a timely manner. Process garnishments, child support orders, and other court-ordered deductions. Maintain complete and accurate payroll documentation and audit trails. Reconcile payroll liability accounts (including payroll taxes, union fringe benefits,401(k) contributions, and garnishments) on a regular basis. Calculate, prepare, and post journal entries for vacation and PTO accruals. Perform monthly accounting close activities related to payroll. Conduct payroll-related bank reconciliations and cash tracking for payroll distributions, tax remittances, and benefit payments. Monitor positive pay exception logs, direct deposit returns, and wire/ACH transfers. Upload
