Reporting to Human Resources, the Payroll Administrator will process and audit employee information, weekly payroll, and special payments to ensure correct payments, deductions, fringe benefits, employer costing, and taxes in compliance with federal/state/local laws and company policies. This function will advise, coach, and train managers and other employees on payroll related duties, issues, and questions. The role must maintain a high level of customer service, confidentiality, and data security at all times. This role works in close collaboration as a team with Human Resources as well as Executive Management.
  • Enter all employee data and changes (i.e. terminations, wage changes) into Payroll systems of record and manage data integrity.
  • Enter and balance timecards (other as applicable) and weekly other pay entries for all Operating Units.
  • Audit overall payroll entries and incoming timecard information to enable proper system processing for all identified compliance items (i.e. legal and company policy such as hours worked, wage and hour).
  • Verify accuracy of all payroll prior to submitting to ADP
  • Submit weekly payroll to Paylocity; Exaktime Electronic Time & Attendance
  • Run Weekly Payroll Reports for management
  • Certified payroll - Submitting weekly CPR's, providing Labor Compliance Documents or Fringe Benefit Reports as requested by General Contractors or Contract Administrator
  • Updating the Prevailing Wage Determinations from the DIR Website
  • Process checks including distribution of labor transactions, calculation of gross-to-net, printing and distributing.
  • Run separate payroll processes for any layoffs or other special checks that are needed. Also provide data for certified payroll reports as necessary.
  • Perform pre-configured import, export, and interface processes as needed to transfer information to payroll and other systems as applicable.
  • Transmit data files as required to ADP for tax processing, to bank for direct deposits & positive pay, and to various states for new hire reporting.
  • Process all payroll corrections such as stop payments, voids/reissues of payroll checks, and labor/timecard corrections, manual check tax and gross-up transactions when needed.
  • Adhere to standard procedures to make sure all information in the system and related tools is correct, such as employee information, benefit deductions, PTO balances, local taxes, state taxes, benefits, and bid rate information, etc.
  • Follow established procedures to ensure correct payroll taxation and work comp accruals:
  • Verify correct tax transactions are processed for each employee with regard to different jurisdictions, work situations, and types of payment.
  • Ensure transactions are consistent with correct historical and W-2 reporting for each employee.
  • Fulfill all other employee specific deductions (such as benefits) and employer costing obligations.
  • Manually enter or import employee specific information in compliance with related laws and company policies.
  • Prepare and process vendor payments or journal entry transactions as necessary.
  • Reconcile related general ledger accounts.
  • Communicate, advise, and coach all levels of the organization in regard to payroll matters
  • General pay related questions and reporting (i.e. hours worked, amounts paid, deductions withheld, taxation, time off, etc).
  • Employer benefits and job costing.
  • General and federal contractor/construction specific, tax, legal, and company policy requirements related to payroll such as FLSA, wage and hour, Work Hours and Safety Standards Act, Davis-Bacon, state/local prevailing wage, and other applicable laws.
Assist Senior Payroll Administrator to provide specific pay and fringe analysis to management on case-by-case basis as needed to ensure compliance yet minimize unnecessary costs.
  • Other payroll reports as necessary (certified payroll, unemployment, work comp and general wage statements, employment verifications, employer/job costs, etc.).
  • Perform period end processes as needed for all different timeframes (monthly, qtrly, annual) and period types (calendar, fiscal).
  • Assist with projects as needed and serve as back-up for the Sr. Payroll Administrator for vacation/out of office coverage.
  • Apply Continuous Improvement principles in own work performance and drive Continuous Improvement application in company operations. Evaluate payroll processes for improvement and create specific SOPs, and end user documentation to promote process rigor, cross-training, and overall efficiency.
  • Provide information as needed for work comp and payroll tax audits related to Wage & Hour, federal, state, and local tax withholding jurisdictions and unemployment agencies.
  • Assist in reconciling payroll tax general ledger accounts.
  • Submit weekly 401K contributions and monthly 401K Loan Deposits to John Hancock (consists of printing ADP Report, transferring data to a CVS file and uploading to the JH website)
  • Monthly Prevailing Wage deposits to John Hancock (consists of verifying the accuracy of the payroll information entered on the excel spreadsheet by the payroll clerk)
  • Monthly Training Funds deposits to ACG and CAC
  • Quarterly Safe Harbor Match deposit to John Hancock (consists of transferring the calculations submitted by controller in to a CVS file and upload)
  • Other duties may be assigned.
  • High School Diploma or G.E.D. required; AA or higher preferred; BS degree in Finance, Accounting or Business Administration.
  • Knowledge of office management systems and procedures as well as working knowledge of office equipment.
  • Minimum 1-3 years of experience in payroll administrator position.
  • Minimum 2-3 years of construction billing experience required.
  • Solid understanding of basic bookkeeping.
  • Proven ability to calculate, post, and manage accounting figures and financial records.
  • Proficiency in MS Office; including MS Excel and MS PowerPoint.
  • Attention to detail and problem solving skills.
  • Demonstrates a sense of urgency and ability to meet deadlines.
  • Excellent time management skills and ability to prioritize work.
  • Excellent written and verbal communication skills.
  • Strong organizational skills with the ability to multi-task.
  • Must be physically able to lift and carry at least 15 lbs.
  • Bend and/or reach and retrieve filing.
  • Overtime as required.
  • Must be able to communicate verbally, in writing, and through telephonic and electronic means.
  • Must be able utilize computer hardware and software and mobile technologies.
  • Specific vision abilities required by this job include close vision, distance vision, depth perception and ability to adjust focus.
  • Must be able to sit for extended periods of time at a desk.
  • Must be able to occasionally stand; walk and stoop, kneel, or crouch.
  • Pass Pre-employment drug screening and maintain compliance with the company's drug and alcohol testing requirements.
  • Must comply with the company's Fleet Safety Management Policy & Accountability to Safety Code of Safe Practices.
  • Must comply with company's Discrimination & Harassment Prevention Policy & Correction Policy.
