Job Description

Perform all payroll functions under the supervision of the Budget Officer. The City payroll function is a very complicated system governing functional areas such as public safety, public works, administrative and legislative. Special training incentive payroll is processed once each month. Payroll system is computerized and requires in-depth skills to operate the system. Reporting functions consist of local, state and federal requirements. Requires a high school diploma or GED, three years of payroll experience, and two years of experience with an automated payroll system. Excellent benefits include health, dental, vision, & life insurance. 12 vacation days, 12 sick days, and 11 holidays per year are offered. Federal Student Loan Forgiveness Program available for eligible employees. 8:00am-4:00pm, M-F work schedule. Pay rate is based on experience and position has progressively higher levels of responsibility with additional pay increases included. Examine electronic or manual/paper time sheets from department timekeepers to determine if correct and adequately supported. Perform necessary balancing procedures to assure all employees time is accounted for. Import electronic files or input documents into computerized system assuring no internal controls are violated. Determine applicable deductions for each employee for each pay period. Perform trial balance to determine that each employee's pay account including deductions are properly computed. Prepare computerized file to be sent electronically to the respective bank. Maintain control of all blank payroll checks. Using these controls issue signed payroll checks for each employee's account. Prepare appropriate reports for all deductions: child support, garnishments, insurance premiums, and other miscellaneous deductions. Prepare reports to furnish necessary information to local, state and federal governments on tax deductions. Transmit electronically if appropriate. Prepare monthly and annual reports to the local, state and federal tax authorities. Maintain records on sick pay, vacation pay, holiday pay and compensatory time (where applicable) on all city employees. Maintain records and prepare correspondence on payroll operation. Perform other related duties as required or assigned. High school diploma or GED. Three (3) years of payroll experience. Two (2) years of experience with an automated payroll system. Knowledge of basic mathematics is required. Proficiency in statistics preferred. Have considerable knowledge of modern payroll principles and practices. Knowledge of modern office policies, practices and procedures with emphasis on record keeping. Ability to interpret rules, regulations, policies and statutes from local, state and federal governments. Work closely with general public and city employees and possess the ability to discuss complicated situations over the phone, in person, or by mail and/or email.
