Electrical Construction / Public Works / Union Construction About Walton Electric Walton Electric Corporation is an established electrical contractor serving Southern California since 1946. We perform electrical construction, service, and specialty work across public and private projects and are seeking an experienced Certified Payroll & Labor Compliance Specialist to join our accounting and operations team. This is a key position responsible for ensuring Walton's payroll and labor compliance obligations are completed accurately, timely, and in accordance with applicable union agreements, Project Labor Agreements (PLAs), prevailing wage requirements, and California public works regulations. We are specifically looking for someone with hands-on construction payroll and labor compliance experience who understands the complexities of union wages, fringes, classifications, and certified payroll. Primary ResponsibilitiesCertified Payroll & Prevailing Wage Compliance Prepare, review, and submit weekly certified payroll reports for public works and prevailing wage projects. Maintain compliance with California Department of Industrial Relations (DIR) requirements. Review applicable prevailing wage determinations and ensure employees are paid the proper wage and fringe benefit rates. Verify employee classifications, apprentice/journeyman status, wage determinations, and applicable increases. Track and maintain required public works and certified payroll documentation. Respond to payroll compliance inquiries, audits, and requests for supporting documentation. Identify discrepancies before payroll is processed and proactively correct compliance issues. Union Payroll & Fringe Benefits Process and/or review payroll for union electrical employees. Interpret and apply applicable collective bargaining agreements and wage schedules. Calculate and reconcile union wages, employer contributions, and fringe benefits. Track wage and fringe increases and ensure they are implemented correctly and timely. Prepare and reconcile union fringe benefit reports and payments. Maintain accurate records by employee, classification, union, project, and jurisdiction. Assist with union audits and reconciliation requests. Project Labor Agreements (PLA) Review Project Labor Agreements and identify payroll and labor compliance requirements before work begins. Maintain project-specific wage, classification, apprentice, fringe, and reporting requirements. Complete required PLA paperwork and employee documentation. Coordinate with project management and field supervision to maintain compliance throughout each project. Track project-specific reporting deadlines and requirements. Work with third-party labor compliance administrators and general contractors as required. Labor Compliance Reporting Experience with construction labor compliance systems and reporting platforms is strongly preferred, including: LCPtracker California DIR / Public Works systems Certified payroll reporting DAS and apprenticeship compliance Union trust reporting Project-specific labor compliance portals General contractor compliance systems Payroll, Taxes & Reconciliation Assist with weekly payroll processing and payroll reconciliation. Review payroll taxes, deductions, garnishments, and employer contributions for accuracy. Reconcile payroll registers to accounting records. Maintain accurate employee payroll records. Coordinate with accounting, payroll providers, unions, CPAs, and outside agencies as necessary. Research and resolve payroll discrepancies quickly. Maintain organized records capable of supporting payroll, union, government, and project audits.Qualifications Required:
Prior experience with certified payroll and/or construction payroll . Strong working knowledge of California prevailing wage requirements . Experience with union wages and fringe benefit reporting . Ability to read and interpret wage determinations, union wage sheets, and labor agreements. Strong attention to detail and ability to manage multiple weekly deadlines. Excellent organizational and recordkeeping skills. Strong Excel and general computer skills. Ability to independently research discrepancies and take ownership of resolving them. Professional written and verbal communication skills.Highly Preferred:
Electrical construction payroll experience. Experience working for a California union contractor. Experience administering Project Labor Agreements (PLAs) . Experience with LCPtracker . Knowledge of California DIR requirements and public works compliance. Experience with apprenticeship requirements and DAS documentation. Experience with union trust funds and fringe benefit reconciliation. Experience with multi-project and multi-jurisdiction construction payroll. Experience with Trimble Spectrum or another construction ERP/accounting system . The Person We're Looking For The right person for this role is highly organized, detail-oriented, and comfortable being accountable for compliance deadlines. You should be someone who can receive a new project, review its labor requirements, identify what needs to be completed, establish the necessary reporting process, and ensure Walton remains compliant throughout the life of the project. This position requires someone who understands that small payroll errors can create significant consequences on public works and union projects. Accuracy, documentation, follow-through, and proactive communication are essential.
