Job Description

Work involves the establishment of market value for all real property in Shelby County for ad Valorem taxation. Assists supervision of appraisal staff, plans and confers with the Chief Appraiser, Property tax Administrator and Operations Manager, defends appraised value before the Board of Equalization and the Circuit Court when necessary. Performs , reviews, and quality control checks on appraisals and appraisal staff. Assists in Countywide appraisal program. Deals with more complex appraisal material for both Residential and Commercial properties. Oversees quality control of all residential and commercial property appraised in Shelby County in unison with the Chief appraiser. Responsible for helping hold Appraiser I, II, II, and Senior Appraiser accountable for work submitted. Job is responsible for completing all office and field work duties as assigned. Duties and Responsibilities Develops and implements short- and long-term plans in real property. Responsible for helping hold Appraiser I, II, II, and Senior Appraiser accountable for work submitted Delegates authority to subordinates to carry out plans and to achieve goals in real property appraisal. Coordinates training and education for staff to remain within current guidelines. Responsible for the gathering of pertinent information and the filing of appropriate reports with the State. Gathers and analyzes cost, sales, and income data for applying and defending values. Defends approved values before the Board of Equalization and in the Circuit Court when necessary. Plans and confers with the Chief Appraiser, Property tax Administrator, Operations Manager, and Property tax Commissioner. Prepares monthly reports on data real property data quality and appraiser progress. Develops appraisal staff effectively through training, mentoring, support, assessment, evaluation and feedback to ensure future success with the organization. Assists supervision, assigns, and reviews work of Real Property Appraisers with emphasis on cost index and ratio studies. Plans and implements in-house training programs as required by the Alabama Department of Revenue, Property Tax Division. Assists appraisers in the performance of their duties though follow up and shadowing as needed. Measures and lists real estate improvements. Oversees the collection and analyzes data from deeds, mortgages, leases, and other sources to establish value of all real property as well as analyzing rental/lease data to establish current investor requirements concerning income-producing properties to establish appropriate rates for capitalization of income. Assumes the responsibilities of the Chief Appraiser during his/her absence. Performs all duties in a safe and efficient manner. Performs all other duties as assigned by supervision.
MINIMUM REQUIREMENTS
High school diploma and seven years of experience in all areas of appraisal OR a BS or BA degree in Accounting, Business, Finance or related field and five years of experience in all areas of appraisal. 120 hours of successfully completed Real Estate Appraisal course work followed by a comprehensive examination. Alabama Certified Appraiser designation. Ability to communicate with staff and the public in all situations. Valid drivers license.
PREFERRED REQUIREMENTS
Served as Appraiser I, II, III, and Senior Appraiser at the Shelby County Property Tax Commissioner's office. Alabama Certified General Real Property Appraiser License through the State Real Estate Appraisal Board. IAAO Designation.
WORKING CONDITIONS
Work is performed either in an office setting, in the field, traveling in an automobile.
PHYSICAL REQUIREMENTS
Work is medium in nature and involves sitting, walking and lifting. Must be able to withstand adverse weather conditions. Must be able to endure extended periods in an automobile while reviewing parcels of land around the County.

No written or performance examination will be required for this position. Applicants are screened and certified based on an evaluation of their education, training, experience and other requirements as outlined in this Position Announcement and denoted on their Job Application and responses to the Supplemental Questionnaire.
