Job Description
Introduction Real property is reassessed on a three-year cycle by reviewing one-third of all property in Maryland every year. The review includes an exterior physical inspection of the property. The Real Property Valuation Division participates in all appeals court proceedings where assessment questions are involved.\r\n\r\n\r\nAssessments are certified by the Department to local governments where they are converted into property tax bills by applying the appropriate property tax rates. An assessment is based on an appraisal of the fair market value of the property. An appraisal is an estimate of value. There are three accepted approaches to market value: (1) the sales approach; (2) the cost approach; (3) the income approach. While differing in the method of calculation each approach is designed to indicate the property's fair market value. The property tax is primarily a local government revenue. Counties and cities depend on the property tax and a portion of the income tax to make up their budgets.\r\n GRADE 17\r\n

\r\nSDAT Real Property Assessment Office\r\nFrederick County\r\n5310 Spectrum Dr, Suite E\r\nFrederick, Maryland 21703\r\n\r\n Main Purpose of Job To appraise commercial and industrial real property at fair market value for use in the calculation of real property taxes.POSITION DUTIES
\r\nWith training, the assessor\r\nwill prepare for and handle appeal hearings at the supervisor, Property Tax\r\nAssessment Appeals Board (PTAAB), and Maryland Tax Court levels to defend the\r\nDepartment's estimate of value, following local office and agency procedures.\r\n\r\n\r\nWith training, the assessor\r\nwill analyze existing market data and apply standard appraisal techniques to\r\ndetermine the value of land or buildings in accordance with the Annotated Code\r\nof Maryland Tax-Property Article and the Maryland Assessment Procedures Manual.\r\n\r\n\r\nWith training, the assessor\r\nwill perform physical and/or digital inspections of commercial, industrial, and\r\nresidential real property, and record technical property and market information\r\nto update and maintain departmental records. The assessor will update and edit\r\nassessment records in the Automated Assessment Valuation System (MVS) to\r\naccurately reflect changes observed during inspections, following local office\r\nand agency guidelines.\r\n�\r\nWith training, the assessor\r\nwill record and value new commercial, industrial, and residential real property\r\nby following established procedures, using AAVS and other property valuation\r\ntools as outlined in the Maryland Assessment Procedures Manual and according to\r\nthe Tax-Property Article.\r\n�\r\nWith training, the assessor\r\nwill provide and explain assessment-related information in response to\r\ninquiries from the general public regarding assessments, valuation techniques,\r\nlocal departmental policies, and legal mandates.\r\n�\r\nPerforms other duties may be\r\nrequired to ensure efficient office operation.\r\n\r\nMINIMUM QUALIFICATIONS
Experience:
�Seven years of appraisal experience estimating the value of real property performed in accordance with the provisions of the Uniform Standards of Professional Appraisal Practice Code and completion of the International Association of Assessing Officers Courses 101, 102 and 300 or equivalent courses approved by the Department of Assessments and Taxation.\r\nNotes:
\r\n1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university, completion of the International Association of Assessing Officers Courses 101, 102 and 300 or equivalent courses approved by the Department of Assessments and Taxation and three years of experience estimating the value of real property performed in accordance with the provisions of the Uniform Standards of Professional Appraisal Practice Code for the required�experience.\r\n2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in tax examining classification or tax examining specialty codes in the accounting and budget group field of work on a year-for-year basis for the required experience.\r\nDESIRED OR PREFERRED QUALIFICATIONS
\r\nProven\r\nability to work independently under moderate supervision, demonstrating the\r\ninitiative to efficiently manage time, meet reassessment deadlines, and conduct\r\nfield inspections across varied environments.\r\nStrong\r\ncapability to analyze complex market data and critically evaluate commercial\r\nincome and expense statements to develop accurate capitalization rates and\r\ndetermine fair market values.\r\nPrior\r\nexperience utilizing the Automated Assessment Valuation System (AAVS) or\r\nsimilar Computer-Assisted Mass Appraisal (CAMA) software.\r\nPrior\r\nexperience utilizing critical thinking to prepare documentation for, and\r\nsuccessfully defend property valuations at, formal appeal hearings.\r\nExperience\r\nutilizing cost manuals to determine building types and grades, as well as\r\naccurately measuring and drawing commercial and industrial buildings.\r\nPrior\r\nexperience specifically estimating the value of commercial and industrial real\r\nproperty.\r\n\r\n\r\n\r\nLIMITATIONS ON SELECTION

Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland. \r\nSPECIAL REQUIREMENTS 1.
Employees in this classification may be required to have daily use of a motor vehicle while on official State business. Standard mileage allowance will be paid for use of a privately owned vehicle. \r\n2. Upon appointment to positions, employees in this classification that possess a real estate broker or sales license, or a license to sell insurance, will be required to put the license in an "inactive" status. \r\n3. Employees in this classification are prohibited from participating in any outside activity, including private appraisals, which may be deemed a conflict of interest by the Director of the Department of Assessments and Taxation. \r\nSELECTION PROCESS
