Job Description

Introduction This recruitment is for the Assessor I, Real Property position at the Garrett County Assessments and Taxation Office . The eligible list established from this recruitment will be used exclusively to fill vacancies at this location. If you are interested in future openings for the Assessor I, Real Property classification at other locations, you must submit a new application when those recruitments are announced.

GRADE 14 LOCATION OF POSITION
Maryland State Department of Assessments & Taxation Garrett County Assessment Office 317 East Alder St. Rm 106 Oakland, Maryland 21550 Main Purpose of Job An Assessor I, Real Property is the entry level of work performing real property assessments. Employees learn to appraise residential real property at fair market value for use in the calculation of real property taxes. Employees in this classification do not supervise.
  • Property inspections are required in all weather conditions.
POSITION DUTIES
Inspects residential real property and records technical details of property to update and maintain departmental property records following established guidelines as defined in the Maryland Assessments Procedures Manual. Prepares and conducts appeal hearings at the Supervisor, Property Tax Assessment Appeals Board and the Maryland Tax Court levels to defend the Department's estimate of value following procedures described in the Maryland Assessment Procedures Manual. Records technical data into the Assessment Administrator & Valuation System (AAVS) to maintain and update departmental property records in accordance with Departmental procedures. Analyzes existing market data and applies standard appraisal techniques to determine the value of land or buildings in accordance with the Annotated Code of Maryland Tax Property Article and the Maryland Assessments Procedures Manual. Interviews property owners by telephone and in person to gather and verify assessment related information following established procedures. Inspect new residential construction and records technical details of property for the purpose of adding new improvements to the assessment rolls following established procedures. Determines current and base full cash values for residential new construction following established procedures using the AAVS and other property valuation tools. Provides assessment related information to the general public to explain assessment valuation techniques, departmental and local office policies and legal mandates regarding property valuation.
MINIMUM QUALIFICATIONS
Experience:
Four years of appraisal experience involving the valuation of real property.
Note:
Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Relevant coursework in Math, Engineering, Business, or Real Estate. A license in one of the following: Real Estate Sales License, Real Estate Broker License, or Appraiser License.
LIMITATIONS ON SELECTION
Must be willing to work in Garrett County.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
SPECIAL REQUIREMENTS 1.
Employees in this classification may be required to have daily use of a motor vehicle while on official State business. Standard mileage allowance will be paid for use of a privately owned vehicle. 2. Upon appointment to positions, employees in this classification that possess a real estate broker or sales license, or a license to sell insurance, will be required to put the license in an "Inactive" status. 3. Employees in this classification are prohibited from participating in any outside activity, including private appraisals, which may be deemed a conflict of interest by the Director of the Department of Assessments and Taxation.
