Job Description

Expected starting $27.14 to $36.25. Full salary range $27.14 to $45.35 (Appraiser Trainee) Expected starting $34.62 to $46.23. Full salary range $34.62 to $57.83. (Appraiser) Associate's degree from an accredited college in real estate, business administration or related field. (Appraiser Trainee) OR A combination of education and experience equivalent to two (2) years of experience in a related or customer focused position. (Appraiser Trainee) OR Associate's degree from an accredited college in real estate, business administration or related field and one (1) year of experience in a customer focused position. (Appraiser) OR A combination of education and experience equivalent to three (3) years of experience in a customer focused position. (Appraiser) OR Bachelor's degree from an accredited college in real estate, business administration, or related field. (Appraiser)
Required Special Qualifications:
Certified Minnesota Assessor (CMA) certification from the Minnesota State Board of Assessors is required within two (2) years of employment. As a condition of continued employment, persons with a CMA certification must obtain and keep licensure as an Accredited Minnesota Assessor (AMA) within five (5) years of having become licensed as a CMA . (Appraiser Trainee) Certified Minnesota Assessor (CMA) certification from the Minnesota State Board of Assessors is required upon employment. As a condition of continued employment, persons with a CMA certification must obtain and keep licensure as an Accredited Minnesota Assessor (AMA) within five (5) years of having become licensed as a CMA. (Appraiser) Under general supervision, appraises residential, agricultural or other property for tax assessment purposes. Participates in appeals or requests for changes of valuations and/or classification and administration of property tax programs. Supports a diverse, respectful, and inclusive workplace. Classifies and appraises residential, agricultural, manufactured homes, or other property according to proper assessment procedures; including compiling and analyzing data and inspecting property Locates, measures, collects data, classifies, analyzes and interprets an estimate of value through the various approaches to value Performs a variety of clerical duties in verifying, compiling and entering appraisal and assessment information, prepares property splits, map descriptions and administers various property tax programs Receives and responds to inquiries and complaints concerning assessments, meets with taxpayers and attempts to settle disputes; attends Board of Appeal and Equalization meetings; interprets tax laws and regulations Conducts property research, reviews and verifies sales for inclusion in sales ratio studies and market modeling; prepares special reports and conducts special assessment studies Classifies and appraises mobile homes and other personal property Estimates values from blueprints for new construction Investigates, prepares analysis and recommends settlements on residential, agricultural or manufactured home tax court petitions, applications for abatements or reduction of assessed valued Keeps abreast of local property value trends, maintains current valuation indexes and formulas in accordance with established standards Performs other duties as required Knowledge of real estate appraisal principles, methods, techniques, procedures, laws and regulations pertaining to the administration of Minnesota property tax and property tax classification system Knowledge and ability to reach a credible value opinion of value utilizing the three approaches to value Skill in the use of computers and technology Ability to understand appropriate mass appraisal statistical measures and analytical techniques Ability to analyze factors which influence the value of property and to exercise sound judgment in determining property values Ability to independently perform logical and accurate field appraisal duties Ability to guide, train and review the work of other property appraisers Ability to make arithmetical computations and tabulations with speed and accuracy Ability to establish and maintain effective working relationships with other employees and to address the public in a courteous and pleasant manner Ability to effectively communicate in both verbal and written form Recognizes opportunities for system and process improvement.
