Job Description

What We Are Looking For Position Summary The Land & Right-of-Way Agent is responsible for supporting Operations through proactive management of landowner relationships, right-of-way compliance, historical encroachment resolution, property rights acquisitions, relinquishments and modification of easements, and land-related project support. This position serves as a critical liaison between the company, landowners, public agencies, contractors, and internal stakeholders to ensure facilities remain legally accessible, operationally viable, and compliant with all applicable agreements, permits, and regulatory requirements. The successful candidate will demonstrate strong negotiation skills, sound judgment, excellent communication abilities, and a thorough understanding of real estate, easement rights, and right-of-way management practices. What You Will Do Essential Duties and Responsibilities Right-of-Way and Property Management Manage and resolve historical and existing encroachments impacting company-owned or controlled property rights. Investigate property ownership, title records, easement rights, deeds, permits, licenses, and other land-related documents. Support right-of-way inspections and evaluate potential impacts to company assets and operations. Support coordination of corrective actions to address unauthorized land use, access restrictions, and property conflicts. Maintain accurate land records and documentation within company systems. Landowner Relations Serve as the primary point of contact for landowner inquiries, concerns, complaints, and requests. Build and maintain positive working relationships with landowners and community stakeholders. Respond to operational issues affecting landowners in a timely and professional manner. Conduct outreach activities to facilitate project development and operational work. Notifications and Communication Prepare and deliver landowner notifications related to maintenance, inspections, construction, vegetation management, and emergency response activities. Coordinate communications between Operations, Engineering, Environmental, Legal, and external stakeholders. Support public meetings, field meetings, and stakeholder engagement efforts as needed. Negotiations and Acquisitions Negotiate easements, licenses, permits, temporary workspaces, access agreements, and other land rights required for company operations. Support acquisition of land, easements, and property interests necessary for maintenance, reliability, and capital improvement projects. Coordinate with Legal, Real Estate, Engineering, and project teams throughout the acquisition process. Assist in valuation reviews, settlement negotiations, and compensation discussions with property owners. Operations Support Support Operations personnel by securing access rights for maintenance and emergency work. Resolve access issues affecting operational reliability and field activities. Partner with field crews and supervisors to address right-of-way concerns and landowner conflicts. Provide real property expertise during project planning and execution. Assist with emergency response activities involving property access, damage claims, and landowner coordination. Regulatory and Compliance Support Ensure activities comply with easement rights, permits, agreements, company policies, and applicable regulations. Identify and mitigate potential real estate and land rights risks. Support audits, compliance reviews, and documentation requests. Coordinate with internal and external legal counsel regarding land rights matters when necessary. Additional Responsibilities Conduct field investigations and site visits. Prepare reports, correspondence, presentations, and project updates. Support strategic initiatives related to land management and operational reliability. Perform other duties as assigned. What You Need Minimum Qualifications Three (3) or more years of experience in right-of-way, land acquisition, real estate, utility operations, public agency relations, or related field. Experience negotiating land rights and property agreements. Valid driver's license and ability to travel throughout the service territory. A satisfactory Driving record. Preferred Qualifications Experience within the pipeline industry supporting operational projects. Knowledge of easement law, property rights, title research, and land acquisition practices. Experience resolving encroachments and property disputes. Familiarity with GIS, land management systems, and public land records.
Professional certifications such as:
IRWA Right-of-Way Certification SR/WA designation Real Estate License (where applicable) Knowledge, Skills, and Abilities Strong negotiation and conflict-resolution skills. Ability to build trust and maintain positive landowner relationships. Excellent verbal and written communication skills. Strong organizational and project management abilities. Ability to analyze complex title, easement, and property documents. Ability to work independently while managing multiple priorities. Proficiency with Microsoft Office Suite and land management software. Ability to read maps, surveys, legal descriptions, and engineering drawings. Working Conditions Partial Hybrid work with currently a minimum 3-day office requirement once fully trained. Combination of office and field work. Frequent travel throughout the service territory (25%-50%). Exposure to outdoor environments and varying weather conditions. May require occasional evening or weekend work to support operational needs and emergency response activities.
Supervisory responsibilities:
The ROW Agent will not directly supervise others but will provide leadership and guidance to third party contract right-of-way agents to ensure compliance with company policies and procedures as appropriate.
